PROBLEMS IN GOVERNMENT ORGANIZATION INTEGRATION AND THE CAUSES

Abstract: The reform which aims at integrating government organizations,proposed at the 17th CCPC,faces a series of difficulties and problems.The major cause of the problems is individual and departmental interests deriving from the economic man hypothesis.Competition between government departments,the organizational cause of the problems,also impedes the reform.The vested interest groups will try every possible means to resist any kind of reform that may hurt their interests.Therefore,departmental interests must be broken to achieve success in government organization integration.
