    In spite of remarkable achievements in energy cooperation endeavors，differences still exist between China and the US.Foreign Assistance Act excludes China from the list of nations the US tends to assist.Some American organizations and scholars as well also regard China's demand for energy as a threat to both the US and the global energy market.And the US puts too much stresses on its unilateral interests in energy acquisition.The first step to the settlement of differences between the two countries is to face the reality relating to energy problems—there are better opportunities for cooperation than competition.Only on such basis can mutual benefits and challenges be located and range of cooperation be widened，which thus will lead to a win-win end.

    There long have been conflicts between oil companies and local residents and governments in areas rich in oil or natural gas.This paper makes a study of this phenomenon from the perspective of law，and concludes that the following factors caused the phenomenon：legal definitions of land property right and mining rights of oil and gas resources which are not widely accepted，imbalanced interest distribution defined by laws，unjust administrative law enforcement，and ineffective judicial enforcement.Counter-measures are also suggested to solve the conflicts for a more harmonious relationship between oil companies and local people.

    The concept of treating Chengdu-Chongqing economic zone as the “eye” in West China deepens understanding about the influence of this area on China′s economic development.Based on dissipative structure theory by Nobel Prize winner，Belgian physicist Ilya Prigogine，the authors further explore the strategies of economic development in Chengdu-Chongqing area and conclude that integrated elements(resources，culture，transportation，market and industry)，radiant ability，resource transformation，industry cohesion，and strategic coherence are the five basic conditions which make this area new growth pole.Based on the “western eye” concept，the authors further presents the idea of “quadrangle economic zone” and “butterfly” economic pattern.The “butterfly” economic pattern will contribute to the blend of yellow(farming) and blue(marine) cultures，the stability and development of minority areas，economic development in all directions，post earthquake construction and increase of domestic demand and thus is of important theoretical value.

    In the past ten years or so，China has seen great achievements in information technology innovation which greatly promote national economic development.Information innovation has become an important measure for enterprises to improve their informationization work against information paradox.The ground for an improved information system is the design of an innovative information system.This paper tests the reliability and validity of information innovation system through factor analysis and then points out some practical problems in the process of information innovation in China.

    Besides potentials for growth，risks and financing，operation and withdrawal are also important factors in venture capital investment.Venture investment must operate on the basis of venture capital and industry cooperation in which projects are strictly carried out according to the contract.When succeeding in promoting the products，and in getting government or legislation support and media propaganda，venture capital investors can cash out their investment and withdraw.

    Green economy is becoming the focus of international competition and the most powerful engine of future economic development.Developing green economy helps promote employment and revive economy，and also benefits environment protection and sustainable development.Besides，green economy is effective in restructuring of global economy and in removing green barriers in international trade.China has made some progress in green economy but is still faced with such difficulties as inadequate investment，public indifference to green consumption，and green barriers set up by developed countries.Rapid development of green economy in China depends on government′s macro-control and restructuring of green industries and green products.Green enterprises′ promotion efforts and cooperation，together with strengthened green consumption consciousness also contribute the development of green economy.

    Taking SINOPEC′s procurement projects as examples，this paper demonstrates the advantages of on-line procurement auction over traditional on-line procurement.On-line procurement auction promotes efficiency，reduces costs and ensures objectiveness and justice in procurement projects.The advantages also lie in the fact that e-procurement auction can increase capital liquidity and reduce inventory cost apart from the convenience of archive management.The authors also suggest some solutions to possible problems in e-procurement auction，hoping to be of help with the application of modern technology in promoting procurement efficiency.

    Through an analysis of the reasons of real estate price fluctuation in Hong Kong，Japan and other two nations，the authors find out that there is a close relationship between exchange rate policy and asset price fluctuation.With deteriorating external economic environment and possible withdrawal of speculative capital，investment in real estate market will undoubtedly drop in China.Then the authors，based on the Impossible Trinity，further discuss the generative mechanism of the overheat investment in real estate market in the context of current exchange rate policy.It is pointed out in the end that constant exchange rate regime，better economic structure and extended investment and financing channel can，to a certain degree，prevent major rises and falls of real estate market and harmonize foreign exchange rate policy and domestic economic development.

    As traditional reference and information services have become inadequate to the readers，this paper aims to study knowledge organization and the construction of knowledge service system in reference and information services.The study suggests that library reference and information services will inevitably develop into knowledge service.The author then discusses the construction of explicit knowledge organization system of FAQ database，information navigation database，questions and answers database，knowledge database，expert database and knowledge map.Construction of tacit knowledge organization system of reference service team and externalization of tacit knowledge are also discussed.

    The legal attribute of labor contract is of great significance and has being defined theoretically as about “both personal relationships and the nature of property relations”.The author of the present essay holds that labor contracts in theory can be further deepened as a “status contract” which is of special nature.The legal attribute of labor contracts and its special nature give birth to the five fundamental principles for making and implementing labor contracts.Those principles are of no difference in nature from the five principles of Contract Law，except that more stresses should be placed on the protection of labor rights according to the principle of fairness.

    Postcolonialist Homi K.Bhabha explores the “hybridity” theory in the location of culture，taking it as an effective way to eliminate cultural dominance and opposition in post colonialism language context.The phenomenon of hybridity is also showed in the following two aspects of Langston Hughes′s poetry：the hybridity of the poet′s cultural identity and the hybridity of some of his poems.This similarity demonstrates that when exploring the development of the minority culture，both Homi K.Bhabha and Langston Hughes encourage the deconstruction of mono-culture and the equal，harmonious coexistence of various cultures.

    Although both open-book or close-book exams have drawbacks of one kind or another，they are effective and very popular ways to check the quality of teaching and learning at present.But ideological and political theory course exams in China′s universities do have problems：written test being the only form，exams are scientifically designed with test contents confined to text books.Also test results take up too large a part in students′ performance evaluation.Such problems prevent students′ initiative in learning.In order to really attain the goal of ideological and political theory teaching，more emphasis on students′ practice work performance should be added to the evaluation system.Students′ usual performance can be decided through class discussion，and students who performance excellently in learning can be exempted from taking exams.More importantly，exams should be designed to accurately test whether students have the ability to analyze and solve problems by using what they′ve learned in class.
