Abstract: Democracy construction is an important part in building new socialist countryside.The author probes into the problems and causes in democracy construction at the grassroots level in rural areas through a case study of democracy construction in the ChengduChongqing reform experiment project of integration of city and countryside. The study reveals that farmers can be better motivated to build a new village only when grassroots democracy is promoted and farmers′ participation is guaranteed by regulations.A welltodo new countryside also requires that rural cadres have a better sense of serving for the farmers and that rural public service be provided with higher efficiency.
