    Mechanism of Influence of Non-technology Factors on Sustainable Industrial Scale Shale Gas Development

    The industrial scale shale gas development plays an important role in enhancing China’s energy security and improving the energy structure. However, non-technology factors such as local government behavior, social surroundings, enterprise management, cooperation mechanism and policies and regulations are restricting shale gas development in China. It is urgent to understand the mechanism of impact of non-technology factors on the sustainable development of shale gas. A dual principalagent model consisting of the central government, local government and shale gas enterprises is used to study the characteristics of impact of non-technology factors on the sustainable development of shale gas. Through numerical simulation of the findings, we come to the conclusion that the more standardized the management system, the higher the proportion of enterprise revenue commission and the central government revenue, that the increase in public service efficiency can motivate local governments to increase development support and thus obtain higher commission ratios and more profits. The government departments’ encouragement to enterprises to improve their management system, to promote government enterprise cooperation, and to improve the efficiency of public services, will help to improve the industrial scale production of shale gas and the benefits of all stakeholders.

    Systematically combing, analyzing and evaluating research results in the field of environmental regulation can reveal the development and evolution of researches in this field, and provide reference for further research. CSSCI journal papers in CNKI are selected as research data, and Citesapce is used to analyze the scientific knowledge map of environmental regulation researches. We conclude that since the beginning of the new century, with the reform and opening-up and the promotion of environmental governance practice, the academic community has paid more attention to environmental regulation, showing an upward and rapid growth in general, which is mainly divided into two stages: transformation and upgrading stage and continuous deepening stage. However, the network of research cooperation is not strong enough, which restricts the indepth development of researches. We suggest that more attention be paid to environmental governance issues such as “human settlement environment” and “ecosystem quality” in the practice of rural revitalization, and focus on collaborative researches on environmental regulation and digital economy, digital finance, finance, taxation and financial policies.

    Artificial Intelligence, a revolutionary technology that iterates constantly and drives new inventions, is profoundly changing the world and affecting the fate of mankind, deconstructing and reshaping production and life of modern people. In the era of intelligence, the development of mankind is in nature the development of humanization in the material world. Marx’s humanist thought provides the theoretical key to the questions of why artificial intelligence is possible and what it can be. Artificial intelligence has promoted the free and comprehensive development of mankind by satisfying people’s needs for good life, increasing people’s free time and promoting people’s return to work, which echoes the value return of the upgrading and iteration of science and technology. However, we need a comprehensive examination of the related problems derived from artificial intelligence: the ethical problem related to artificial intelligence, and problems of whether artificial intelligence will ”replace” human beings or result in the alienation of human beings.

    The “four reservoirs” concept that takes forests as reservoirs of water, grain, money and carbon is a scientific assertion made by Xi Jinping on the basis of the in-depth understanding of the relationship between man and nature, between high-quality development and ecological environment protection. An innovative development of Marxist ecological outlook on nature, it is a vivid illustration of the functions of forests in conserving water, wealth, grain and carbon.This concept reflects the dialectical relationship of harmony and unity between man and nature, interprets the people centered value pursuit, implies the direction for the pathof human development, and provides the outlook and methodology for the construction of ecological civilization. The concept of “four reservoir” should be implemented under the guidance of publicity and education on public opinion and with supports of financial services and technological innovation, aiming at scientific management and shared development by focusing on strengthening detail management, so as to promote the construction of a new pattern of modern forestry development that combines ecological, social and economic benefits.

    The Party’s political construction is the precious experience and tradition that the Communist Party of China has summed up in its practice of long and complex struggle. The report to the 19th CPC National Congress for the first time included political construction in the overall plan of Party building, giving a profound interpretation of the importance of political construction in Party building. At present, the academic circle has carried out in-depth interpretation and research on the connotation, generative logic, value significance and practical approach of the Party’s political construction, but there are some problems such as insufficiency in the comprehensiveness of research content and the innovativeness of research methods and relatively narrow research perspective.     The new glory of socialist culture lies in promoting the construction of cultural confidence, and cultural confidence education for teenagers is the foundation and support of the construction of cultural confidence. From the historical perspective, the education of teenagers’ cultural confidence takes a unique form with specific embodiment in different social and historical stages.     The provisions of supplementary liability in China’s civil and commercial laws are scattered. There is no uniform rule on the protection of the sequential interests of supplementary liability, and there are inconsistent operating standards in judicial practice. Execution in sequence and benefit of discussion provide different degrees of protection for the interests of the sequential of the parties, and China’s Civil Code is characteristic of both. An analysis of all kinds of supplementary liability from the two dimensions of substantive and procedure reveals that the necessity of the protecting of sequential interests is different. Therefore, after admitting supplementary partners can reduce liability claims according to Article 698 of the Civil Code, the application of Article 687 should be determined according to the necessity of the protection of sequential interests. In addition, the benefit of discussion may be presented prior to the termination of execution, and the sequence of execution shall be determined prior to the commencement of the execution program, but may be changed during execution.

    At present, the procuratorial organ will confront obstacles when applying the powerful weapon of punitive compensation in the public welfare litigation in the field of food safety due to the lack of the normative element of “the procuratorial organ has the right to claim no less than that of the social public welfare organization”, and there is also a unclear theoretical definition and distinction of the functions of “punishment” and “compensation”. In order to give full play to the function of punitive damages, we should adhere to the separation of the “compensation” function and the “punishment” function in the future public interest litigation legislation, and give the procuratorial organ the right to request punitive damages based on the “punishment” function, and design reasonable specific systems for the procuratorial organ to institute punitive damages for public interest litigation.
