Party newspapers and magazines are a sharp weapon for political parties to spread their political ideas and to carry out propaganda and agitation. During the Yan'an period, in order to resolve the national crisis and improve the backward economic and cultural state of the border areas, the party newspapers and magazines constructed, interpreted and disseminated the mobilization discourse system of the War of Resistance, leaving a large amount of literatures. By systematically sorting out and interpreting these materials, this paper summarizes, from the perspective of "the other", the dimensions of the mobilization discourse construction such as the simultaneous development of nationalism and class consciousness, the integration of heroic narrative and mass mobilization, the coordination of policy propagation and social mobilization, and the match of cultural symbols and emotional mobilization. This discourse system gathers the strength of the people by maximizing the resources of the border areas, strives for strengthening the anti-Japanese aggression forces by joining the people of all walks of life, and wins international support by urging the joint boycott of the Japanese army. It not only had a positive effect at the time, but also mobilized the whole Chinese people to realize the great rejuvenation of the Chinese nation.

The work is imbued with rich Marxist philosophical thought. In this seminal text, Mao conducts a comprehensive and objective analysis of the comparative strengths of China and Japan using the two fundamental viewpoints and three basic laws of materialist dialectics. During the Chinese people's war of resistance against Japanese aggression, the Shanxi-Chahaer-Hebei border region developed an adaptive battlefield medical system tailored to guerrilla warfare. In the early stage, the focus was on rapid and solid medical support, and a tiered treatment system to ensure continuous care from frontline to rear areas was established. To enhance efficiency, medical personnel were deployed to the frontline to provide "initial wound treatment" to enable prompt rescue of battlefield casualties. During the counter-"mopping-up" operation period, medical support shifted to covert and flexible approaches. With civilian support, decentralized, concealed, and on-site treatment strategies were successfully implemented. This practice not only epitomizes the CPC's medical logistics development amid wartime challenges but also concretely demonstrates the combat effectiveness, organizational strength, and resilience of the CPC during the revolutionary era, offering valuable insights for contemporary medical logistics development.

During the period of the third front construction, the state deployed a series of large-scale oil and gas projects in central and western China. These projects not only significantly increased oil and gas production capacity in inland regions and advanced exploration and extraction technologies, but also spurred the construction of production bases and the development of industrial towns, thereby optimizing the spatial distribution of China's oil and gas production. Characterized by the specific historical conditions, the development of oil and gas resources during this era featured distinct approaches: geological surveys and regional exploration served as the precursors; mass campaigns were employed to accelerate development speed; supporting infrastructure projects progressed concurrently with resource exploitation; and the spirit of arduous pioneering and selfless dedication was fully demonstrated. To this day, the oil and gas projects originating from the third front construction remain strategic pillars for ensuring energy supply and safeguarding energy security, making significant contributions to the economic and social development of both central-western China and the nation as a whole.

Artificial intelligence has brought transformative changes to the economy and society, making the "AI+" trend unstoppable. The emergence of low-altitude economy represents a new economic model driven by AI technology. This paper integrates low-altitude economic development with "AI+" initiatives, focusing on institutional innovations and governance model reforms to boost its growth. Research indicates that AI can address three core challenges in low-altitude economy—security, efficiency, and scale—by restructuring cost structures, optimizing market frameworks, and driving institutional reforms. Based on this, we propose an "intelligent governance" model for low-altitude economy, comprising four key components: 1) codifying rules to refine policy standards; 2) enhancing infrastructure through intelligent connectivity; 3) establishing safety management platforms via AI-driven supervision; and 4) pioneering a new era of governance through virtualization.

At present, China is in a crucial period of developing from a large agricultural country into an agricultural power, and the development of new quality productive forces in agriculture is the major support for achieving this strategic transformation. The key factor driving the formation of these new productive forces is technological innovation; grasping the trend of scientific and technological innovation and promoting the development of new agricultural productive forces is not only the reflection of the theoretical insights of Marxism on the role of science and technology in advancing agricultural productivity and embodiment of the historical evolution of technological innovation in agricultural productivity, but also the practical crystallization of the Communist Party of China (CPC) 's leadership of agricultural modernization. New quality productive forces in agriculture are composed of laborers with higher scientific literacy, means of labor with greater production efficiency, and digitized objects of labor in agriculture, all characteristic of high-tech and green development and increase of total factor productivity. As a cooperative economic organization under the leadership of the Party, supply and marketing cooperatives have made profound historical contributions to the liberation and development of agricultural productive forces. Since the 18th National Congress of the Communist Party of China, the Party Central Committee has prioritized the comprehensive reform of supply and marketing cooperatives, achieving notable progress in areas such as the reconstruction and categorized transformation of grassroots cooperatives, the integrated cooperation in production, marketing and credit, the development of agricultural social service systems, and the digital transformation of supply and marketing. It can be argued that enhancing agricultural total factor productivity (TFP), advancing the modernization of agricultural industrial systems, and optimizing agricultural production relations have now evolved into the distinctive competitive edges of supply and marketing cooperatives in the new era, serving as a pivotal drive for fostering new quality productive forces in agricultural development. However, to fully harness these inherent advantages, it is imperative to deepen comprehensive reforms through measures such as clarifying property rights, strengthening grassroots cooperative development, optimizing functional roles, and refining institutional mechanisms so that supply and marketing cooperatives can effectively drive the development of new agricultural productive forces in the contemporary era.

Since the Third Plenary Session of the 18th CPC Central Committee first proposed to "establish a national park system", China has entered a comprehensive stage of constructing a nature reserve system with national parks at its core. National park ecological courts, as specialized judicial bodies for environmental and resource protection, play crucial roles in resolving ecological disputes, punishing environmental crimes, and promoting ecological restoration, thereby constituting an integral part of the national park system. However, existing researches provide more macro-level theoretical discussions but lack empirical analysis based on judicial precedents, failing to adequately address the localized characteristics of environmental judicial protection. Through empirical analysis of 193 judicial decisions from the Giant Panda National Park Ecological Court, this study identifies several issues in the environmental judiciary of the Giant Panda National Park, including inconsistent compensation management mechanisms, lack of typification in climate change litigation, and confusion between ecological restoration obligations and damage compensation determinations. Therefore, guided by the principle of integrated and unified environmental rule of law, this paper proposes specific recommendations such as improving compensation management systems, exploring feasible pathways for climate change-related litigation, and refining legal standards for ecological restoration responsibilities, aiming to provide theoretical support for ecological judicial protection and regional environmental governance within the Giant Panda National Park.

The process of promoting data openness inevitably poses potential risks to personal information rights and interests as the government holds vast amounts of public data resources despite its positive role in advancing social development. The principle of proportionality, as an imperial rule for achieving balance of interests, has important significance in filling legal loopholes, balancing public interests and personal information rights, and improving the mechanism for protecting personal information rights. Due to the harm of open procedures, insufficient applicability of informed consent rules, outdated technology for personal information anonymization, and conflicts between public interests and personal information rights in the protection of citizens' personal information in government data openness, the spirit and requirements of proportionality principle should be followed to review the legitimacy, appropriateness, necessity, and balance of the application of government data openness procedures. Through ensuring government compliance in processing personal data, improving the rules for informed consent of personal information, strengthening the technical means of government data openness, and establishing a full-cycle oversight system for personal information protection in government data openness, the balanced development of public interests and citizens' personal information rights can be achieved, and personal information rights in government data openness be protected.

Under the contexts of building a leading country in educational and digital transformation, red resources digitalization, a novel educational carrier deeply integrating red culture with information technology, holds strategic significance in fulfilling the fundamental task of fostering virtue and nurturing talents. Based on policy-oriented analysis of the "Outline of Plan for Building China a Leading Country in Education (2024-2035)", the development of digital red resources embodies threefold values: innovation in resource integration, teaching scenario advancement, and the elevation of educational value. However, due to the dual effects of digital technology application, red resources digitalization faces potential risks in technological development, pedagogical application, and outcome evaluation. Therefore, we suggest optimizing paths in four dimensions: guiding technological ethics with value orientation, empowering the construction of an adaptive resource ecosystem through technology application, enhancing the "cognition, emotion, and behavior" cultivation and evaluation system via collaborative education, and strengthening multi-stakeholder policy support through institutional safeguards so as to solidify the ideological front for building China into a leading country in education and cultivate a new generation of talents capable of shouldering the mission of national rejuvenation.

The people supervisor system reflects the principle of judicial democracy and is a key component of whole-process people's democracy in China's procuratorial practice. It has made considerable contributed to public participation in justice and to the regulation of prosecutorial power. Despite its achievements, the system still suffers from unclear positioning, procedural deficiencies, and authority limitations. To address these issues, future reforms should redefine it as a participatory supervisory mechanism, highlight key areas while maintaining comprehensive supervision, and shift the focus from procuratorial dominance to rights-based oversight. This calls for a transformation toward a more rights-oriented, procedural, and substantive system, supported by legislation to ensure its legal and standardized development.
