Low-carbon economy will be the key field of competition in the next period. Low-carbon, as the artery of economy,
implies potential economic benefits. The paper proposes that only when the connotation of low-carbon is connected with city condition and the strategic choice of low-carbon economy is made on the base of multiple subjects theory, can Guiyang grasp the opportunity of low-carbon economic development.
