Abstract:

The guiding principles of the Eighteenth Congress of Chinese Communist Party have the theoretically directive
significance for the Party's construction at colleges and universities. Following the guidance of the Scientific Outlook on Development，we need to implement them for whole process of Party's construction comprehensively，make the main task clear and put forward the new target for Party's construction. The guiding principles of the Eighteenth Congress of Chinese Communist Party also have the practice guiding role for the Party's construction at colleges and universities. The ideological and theoretical education is fundamental， the Party's principle education is the core and moral construction is the foundation. The Party organizations at colleges and universities levels should transform the Party's political and organizational advantages into driving force for the achievement of all tasks，play the role of political core，make the primary Party organizations full play，encourage Party members to be vanguards and role models. The Party organizations also need to promote primary Party organization building in an innovative way，and to build the Party organizations into an innovative，service-oriented and learning organizations. Hence，the Party organizations will better serve the overall situations and promote the higher education to develop in a healthy and scientific way.
