摘要:

加强社区(村)干部队伍建设是促进社会改革、发展、稳定的需要,是强基固本的重要工程。目前,社区(村)干部队伍正
在向结构优化、能力升级、活力增强方面转化,但不可否认,讲了多年的年龄老化、后继乏人问题仍然没有从根本上解决。造成
社区(村)干部年龄老化、后继乏人的原因是多方面的,必须创新选拔任用机制、干部交流机制、后备储蓄机制、待遇保障机制和
心理激励机制。

关键词: 社区干部, 村干部, 队伍建设, 机制创新, 难题

Abstract:

To strengthen the construction of community (village) cadre ranks is the requirement of promoting social reform,
development and stability, as well as one of the important project of strengthening the foundation. At present, the community(village)
cadre ranks are having changes of structure optimization, capacity upgrade, dynamic enhancement of transformation, but there is no
denying that problems of aging and lacking successors still remain unsolved. Reasons of aging of cadres and lacking cadre successors
can be various. So, it's essential to apply innovative selecting and assigning mechanism, cadre exchange mechanism, successors
backup mechanism, remuneration guarantee mechanism and psychological stimulation mechanism.
