多源流理论视野下我国营利性民办大学的政策过程及未来思考

摘要: 营利性民办大学政策是我国高等教育领域一项重大政策变动。基于多源流分析的修正框架,从问题流、政策流、政治流对我国营利性民办大学政策的产生进行了综合分析。发现在市场和私有化力量辐射下的诸多挑战背景下,对于民办大学的发展政策建议存在市场取向和政府取向间的摇摆和整合,并在聚焦民办大学规范发展的核心理念下开启了我国营利性民办大学的“政策之窗”。未来为进一步提升营利性民办大学政策治理能力,政府需密切关注问题源流,找准营利性民办高校政策提升的关键;应多方吸纳政策建言,关注营利性民办大学政策的多元需求;地方融入政治源流,积极探索营利性民办大学良治之策。

Abstract:

Enabling to establish for-profit private higher education institutes (HEIs) is a major decision in the field of higher education in China. Based on the modified framework theory of Multiple Streams, this paper runs a comprehensive analysis on the policy of Chinese for-profit private HEIs from the aspects of problem stream, policy stream and political stream. The key result is that, there is a vacillation and integration between the market orientation and the government orientation in the decision-making process for the policy of the development of private HEIs, under the challenges like the market, privatization, etc. The focusing on the core concept of the normative development of non-governmental universities opened the “Policy window”of Chinese for-profit private HEIs. The author recommends that the government should pay close attention to the source of the problems and find the key issues to improve the policy of for-profit private HEIs, in order to improve the governance in the future, and pay attention to the multiple demands of the policy of for-profit non-governmental universities and actively explore good policies of for-profit private HEIs seriously.
