政府政策视角下的产业结构调整与城镇化分析

摘要:

在我国经济转型过程中,经济结构调整及城镇化发展离不开政府的作用。随着与中央政府的关系调整,地方政府分别以1978年改革及1994年改革为分界点,适应性地采取不同政策,经济发展模式逐渐由中央政府主导经济的发展模式过渡到地方政府主导经济的发展模式,进而导致我国的产业结构及城镇化发生相应的变动。文中以三次产业产值比重和就业比重作为经济结构的度量指标,利用2012年版《中国统计年鉴》之1952年至2011年的数据,通过分析不同时期政府政策变动相应导致的产业结构及城镇化水平的变动关系,探索建立政府政策对产业结构及城镇化作用的理论框架,为我国产业结构支撑城镇化方面的研究带来了另一思考视角。

Abstract:

In the process of economic transformation in China, the government has played an indispensible role in economic structure adjustment and urbanization. Since the reform of their relation with the central government in 1978 and in 1994, China’s local governments have adopted different policies accordingly. The economic development pattern gradually transits from the one dominated by the central government to the one dominated by the local government, thus bringing about the corresponding alteration in industrial structure and urbanization in China. This paper takes the output and portion of the tertiary industries and employment rate as indicators of economic structure and utilizes the data from 1952 to 2011 in the China Statistical Yearbook of 2012. Through an analysis of alteration of industrial structure and urbanization level caused by different government policies, this passage explores to establish a theoretical framework of the influence of government policies on industrial structure and urbanization, and brings a new angle for the study of the supportive function of industrial structure to urbanization.
