Abstract: Grassroots party building leading the governance of urban communities is the requirement of current economic and social development and comprehensive and strict governance of the party. However, both grassroots party organizations and community governance have their own constraints, which leads to unclear function positioning, difficulty in resource integration, lagging mechanisms, and low level of participation by residents in the practice of urban community governance. The Chengdu governance model of "sharing one core by multiple parties, empowering grassroots" highlights the political and organizational advantages of grassroots party organizations and effectively cracks the dilemma of grassroots party building in urban community governance by placing equal emphasis on development and governance, implementing refined governance, and by promoting the integration of self-governance, rule of law, and rule of virtue. The Chengdu Model has established a people-centered party building goal that,relying on an interactive work platform,optimizes the leading fields of party building, and improves the governance system, and thus promotes the leadership of party building and urban community governance.
