农村小学“撤点并校”的成效与困境分析

摘要: 农村小学“撤点并校”政策的实施是基于我国农村地区学龄儿童数量锐减以及农村地区“村村办学”的分散教学格局而做出的必然选择。“撤点并校”政策实施后,产生了如:小学生的安全、教学资源的浪费、教师教学负担的加重、农村家长经济负担加重、教学质量等问题。为了使这样一个好的政策真正落实到位,需要合理利用闲置资源,科学规划小学撤并布局结构,加强学生安全常识教育、解决交通、饮食安全问题等。除此以外,还应当根据我国农村的客观实际情况执行。

Abstract: The implementation of the policy of “combining rural primary schools” is a natural result of the fact that the amount of rural students has decreased sharply and the geographical dispersing of schools in rural areas. After the policy of “combination of rural primary school” is implemented,many problems have arisen: the safety of primary students,the waste of teaching resources,heavier burden on teachers,heavier economic burden of rural parents and the quality of education and so on. In order to make such a good policy fully implemented,we should make better use of idle resources,determine a better and more scientific combination scheme,and enhance the safety education and traffic and food safety for students. In addition,the implementation of this policy should be based on the reality of rural areas in China.
