Abstract: The development of technology economy,and society have led to the increase of disputes with industrial or professional characteristics,which makes it imperative to strengthen the organizational construction of industry-based and professional people's mediation. At present,Sichuan province strictly follows the principle of“construction ondemand”in constructing people's mediation organizations. The number of organizations and cases handled are increasing. Both the establishment of people's mediation organizations and their operation are guided by the judicial administrative departments. Mediation organizations are located in neutral sites convenient for the public. However,the main bodies initiating the establishment of people's mediation organizations in Sichuan Province is mainly the local government departments. Most of the people's mediation members of the organizations are government employees,which manifest obvious administrative tendency and does not meet the essential attribute requirements of people's mediation. These are the results of the unclear guidance given by the judicial administrative department across the country. Industrial and professional people's mediation organizations have different functions and should be organized accordingly. The industry-based people's mediation organizations in Sichuan should rely on the industry associations,while the professional mediation organizations should rely on the people's mediators committee and the public.
