On the Legislative Purpose of China's Law of Oil and Natural Gas

Abstract

Abstract: Due to the imperfect legislative technology and insufficient theoretical research, the legislative purpose and core idea of China's Law of Oil and Natural Gas is not clear,which is not conducive to the sustainable development of oil and natural gas industry or the scientific legislation. A clear legislative purpose can ensure the guidance and normative role of the law in the overall institutional framework, so as to lay a good foundation for effective exploitation and utilization of oil and natural gas resources, for the safety of national oil and gas supply, and for the promotion of the social and economic operation. Based on the present situation and trend of the development of oil and natural gas industry, the legislative purpose of China's Law of Oil and Natural Gas can be expressed as:reasonable development, utilization, conservation and protection of oil and natural gas resources, ensuring the safety of oil and natural gas supply; sustainable utilization of oil and natural gas resources to meet the needs of national economy and social development.
