Abstract: The management structure of rural tourism can be regarded as a system with a certain structure. However, the government, investors, and local villagers should play their functions in order to ensure the effective operation of this system. Although China's rural tourism industry has been rapidly developing in recent years, governments functions in social governance has not been given into full play; the investors and operators have relatively superficial understanding of sustainable development of rural tourism; local villagers lack professional knowledge and skills and they don't have a say in rural tourism. These conflicts and problems directly affect the sustainable development of rural tourism. In order to promote the sustainable development of China's rural tourism, the government should set up special funds, attracting investment and making scientific planning and regulation;investors and operators should dig deep into the characteristics of local culture, building and extending the industrial chain;villagers should actively participate in professional training,so as to improve professional knowledge, and to enhance their participation.
