A Study on Legislation of Ecological and Environmental Protection in Qinling-Dabashan Area

Abstract: Poverty alleviation and development in Qinling-Dabashan mountainous area is a necessity in regional social and economic development, but the social and economic development and natural ecological environment are closely interdependent. In this regard, we should draw lessons from the legislative experience of developed countries in the region's natural ecological environment protection, and combine them with the practices of poverty alleviation and development in Qinling-Dabashan mountainous areas to build a legislative mechanism for ecological environmental protection in the Qinling-Dabashan mountainous areas. The National People's Congress or the Standing Committee may authorize the people's congress or the standing committee the "five provinces and one city" in the Qinling-Dabashan mountainous area, or set up the "Legislative Committee for the Protection of the Ecological and Environmental Environment of the Qinling-Dabashan mountainous area" so that joint legislation is made on the natural ecological environment problems that emerged in the process of social and economic development in Qinling-Dabashan mountainous areas. Such organizations may formulate the "Regulations on the Development and Protection of Natural Ecology in the Qinling-Dabashan Mountainous Areas", and establish systems of ecological environment compensation, environmental assessment, and environmental planning.
