In the current wave of digitization,enterprises are vulnerable to over-investment or under-investment. IT-based smart projects do not necessarily generate direct cash flows, so the traditional economic evaluation model is no longer applicable. Taking the construction of intelligent oilfield as an example, this paper discusses the investment decision making in terms of asset specialization and transaction costs. We establish a qualitative evaluation framework for IT-based project investment, which can help companies make scientific decisions in the face of different types of new technologies and maximize investment returns. We also provide detailed operational recommendations for internal control during the entire investment process.

The emergence of online media brings challenges to marketing effect through traditional media. Integrating different media resources effectively in different product management processes has become a key issue. Based on the utility theory,this paper takes TV advertising,social media advertising and e-commerce platform advertising as the research subjects,and studies the marketing utility of traditional means of marketing communication and online media communication methods at different stages of different product management processes. The results show that under different product types, the information value ratio transmitted through traditional media communication and online media communication is different, and their correlations are opposite. For different online media communication methods, the information value ratio and the marketing effect is different in the early stage of the product life cycle, while in the later stage of the product life cycle, the product type will bring a totally different marketing effect. This paper demonstrates the dynamic evolution of marketing effects of traditional media and online media in the operation stage of different product types, and thus provides some reference for the management of marketing communication tools for enterprises.

Net-contracted hitch ride is different from other net-contracted car-sharing services like tailored taxi service or fast ride. Involvement in the ride-sharing business does not necessarily turn a private car into an operating vehicle. The insurance liability for accidents should be determined based on a significant increase in the risk of the insurance subject. When doing the ride-sharing business does not result in the significant increase in accident risk,the insurance company should settle the claims. At the same time,to balance the interest relationship between the insured and the insurer,the proof responsibility of the insured will be increased, and the car owner will bear the burden of proof for the fact that the vehicle is for private use and offering car sharing halfway when the accident occurs. On the other hand,it is also necessary to innovate insurance design for net-contracted car-sharing services by offering additional operating insurance for ride-sharing vehicles to the original commercial insurance for motor vehicle, so as to provide improved insurance service on the basis of UBI vehicle insurance model.

The risk society calls on the administrative organs to carry out risk regulation, but the definition of administrative punishment as punishment and deterrence cannot fully meet the needs of risk regulation and risk prevention. The uncertainty and subjectivity of technical risks in a risk society challenge the legal principle of administrative penalty and the administrative discretion. In answer to the challenges, the contradiction between science and democracy in administrative penalties should be dealt with through procedural approach,by addins risk prevention as a supplement to the legal principles of punishment to legalize risk prevention of administrative organs,redefining the constituent elements of behaviors subject to administrative penalties,clarifying the relationship between the violation of administrative law obligations and the blank elements,subjective fault and collective governance,and by exploring the possibility of advancing the legal evaluation of administrative punishment so as to curb the occurrence of risks.

China's constitution grants citizens the right to participate in litigation with their own ethnic languages, aiming to realize ethnic equality, to promote ethnic unity, to prohibit ethnic division, and to protect the linguistic and cultural diversity of the Chinese nation, and thus improving China's cultural soft power. However, an investigation of the judicial practice concerning the use of ethnic language reveals that problems exist in such litigation, such as non-standard procedures and violation of the principles of litigation. This hinders protection of the litigation rights of ethnic languages. Such problems are caused by the lack of procedural safeguard of the litigation system. In order to ensure the litigation rights of the ethnic languages, a set of "Ethnic-Chinese bilingual litigation rules" should be established to provide the judicial organs with uniform operating standards. The bilingual litigation rules should define the concept, type of the bilingual litigation and content of the litigation rights of ethnic languages, and set rules for the use of trial language and the litigation language applicable to different litigation types.

Moral education is an important part of China's higher education,and is the basic goal of talent cultivation in colleges and universities. Since the reform and opening up, China's moral education in colleges and universities has made remarkable achievements in theory and practice. At present, traditional moral education mode in universities is characteristic of duality of rationality and emotion, theory and practice, subject and object, which, to some extent, affects the realization of the goal and value of moral education in universities. Situational moral education enables the educated to experience comprehensive study of knowledge,emotion,meaning and action through feeling,imagination and understanding by creating vivid moral situations that integrates knowledge and practice. Through the construction of the education goal of unity of knowledge and practice, the education subject with fusion of horizons and the education content integrating reason and emotion,situational moral education can effectively solve the dilemma of "binary opposition" in the traditional moral education mode and is expected to be the breakthrough in improving moral education teaching.
