Abstract: The issues relating to agriculture, rural areas and farmers are fundamental to the country's stability and people's wellbeing. The 19th National Congress of the Communist Party of China made a major strategic decision to implement rural revitalization. With comprehensive arrangements in the Opinions of the Party and the State on Implementing Rural Revitalization Strategy, green development is made the basic principle leading rural revitalization. Green development clarifies the theoretical logic of rural revitalization offering answers to the three key questions about the purposes of rural revitalization:production development and ecological protection unification, sustainable, healthy and efficient development of agriculture, and elimination of rural dependence on cities. The realization path of green development is the optimization of productivity layout, the transformation of "two mountains" and the green transformation of consumption, which, being the practical logic of realizing rural revitalization, gives scientific answers to the question of the feasibility of rural revitalization.
