The situation of international politics determines the type of game behavior of participants, and its changes will lead to the change of participants' behavior. The first oil crisis in 1973 highlighted the importance and urgency of energy security, changed the situation of international energy politics after World War Ⅱ, reconstructed the game type of participants, and adjusted the game strategy of international energy political participants. In response to the changed situation of international energy politics, the United States coordinated its energy relations with other countries, set the international agenda of energy security, and finally determined the new international energy order. The situation changes in international energy politics and response of the international society have some enlightenment for China's participation in international energy cooperation.

Disaster tourism has special implications for protecting and developing disaster heritage and for revitalization of the disaster stricken regions. Based on the quality of life theory, this paper starts from the perspective of asymmetric effect, and categorizes the attributes for resident satisfaction with life quality with the Tetra-class model through a case study on Yingxiu Town of Wenchuan County and Yongchang town of Beichuan County as post-disaster tourism destinations. The conclusions are as follows:the influence patterns of overall resident satisfaction attributes cover four types of Tetra-class model. The attribute performance evaluation of the quality of life provides a targeted improvement strategy for improving the overall satisfaction of residents. The structural model of quality of life satisfaction includes the relationship between quality of life attribute performance and overall satisfaction,and reveals the level of residents' life needs corresponding to each attribute and the post-disaster policy supply for better life, which can provide a general perspective for the evaluation of quality of life satisfaction in specific contexts.

China is populous and prone to geo-hydrological disasters in mountain areas. While protective measures such as civil engineering and monitoring are extensively implemented, recent years have witnessed population resettlement as a preventive response to natural hazards. A considerable number of farmers, however, despite their awareness of risks invoked by natural hazards, are reluctant to relocate due to concerns of risks induced by resettlement, such as loss of land, unemployment and social disarticulation. Using data derived from face-to-face questionnaire survey and in-depth interviews,this paper investigates perception of dual risks among resettled households and those to be resettled, and discusses factors that may have impact on perceptions of natural hazard risks and relocation-related risks among the households. The findings demonstrate that the major determinants of perception of natural hazard risk are disaster experience and education level of household heads, and the main factors influencing perception of relocation risk mainly include loss of land,job,and rural collective resources,age of household heads and number of household dependents. We suggest that the government should not only consult expert opinions, but also listen to the residetns opinions so as to avoid unnecessary losses caused by improper planning or wrong decision-making in the work of disaster prevention and mitigation.

The issues relating to agriculture, rural areas and farmers are fundamental to the country's stability and people's wellbeing. The 19th National Congress of the Communist Party of China made a major strategic decision to implement rural revitalization. With comprehensive arrangements in the Opinions of the Party and the State on Implementing Rural Revitalization Strategy, green development is made the basic principle leading rural revitalization. Green development clarifies the theoretical logic of rural revitalization offering answers to the three key questions about the purposes of rural revitalization:production development and ecological protection unification, sustainable, healthy and efficient development of agriculture, and elimination of rural dependence on cities. The realization path of green development is the optimization of productivity layout, the transformation of "two mountains" and the green transformation of consumption, which, being the practical logic of realizing rural revitalization, gives scientific answers to the question of the feasibility of rural revitalization.

Pharmaceutical patent linkage system is an important tool to protect the interests of patented pharmaceutical companies in the process of promoting production of generic drugs. Since the beginning of the 21st century China has begun its efforts to build a pharmaceutical patent link system. Different from the three stages of the drug patent linking system in the United States,the drug patent linking system in China has defined two stages:drug patent information registration,drug patent linking path selection and implementation, but has not yet defined the third stage of market monopoly. In reforming and improving the drug patent linkage system in China, it is necessary to ensure authentic and accurate drug patent information registration, and to coordinate the interest conflicts between brand manufacturers and generic manufacturers in developing drug patent linkage, so as to complete the compensation for the interests of patented drugs challenged by generic drugs through market exclusivity period mechanism, and to strengthen effect of drug patent linkage system.

Since the eighteenth national congress, general secretary Xi Jinping, based on the new situation of global and domestic development,has placed emphasis on developing the sense of community for Chinese nation on several occaions. The theoretical origin of the sense of community for Chinese nation comes from the thought of community of classical Marxist wri ters, the community theory of Marxist sinicization and the traditional Chinese thought of community. The sense of community for the Chinese nation contains the value of safeguarding national reunification and unity, contributng to the realization of the Chinese dream of the great rejuvenation of the Chinese nation, and promoting exchanges among all ethnic groups. At present, it is necessary to further explore and innovate the path of forging the sense of community for Chinese nation by solidifying the political foundation,consolidating the material foundation,tying the cultural bond tight,and breaking down the social barriers.

According to the Tort Liability Law of the People's Republic of China, the loss can be, with concrete situation considered, shared by both actors and victims if neither of the party is to blame for it. This provision gives judges greater discretion in the form of general clauses, which leads to the abuse of the principle of fair responsibility and makes fair responsibility no longer fair. Article 1186 of the Civil Code amends the provisions of the principle of fair responsibility, adopting the same principle as in other civil law countries, and clarifies that the nature of the principle of fair responsibility is only the rule of sharing of losses between the perpetrator and the victim, not the principle of imputation. The amendments restrict the application of fair liability to occasions when an injury is caused by an emergency escape from danger,and when a person with full civil capacity causes injury to another during a temporary episode of unawareness of his/her own actions or loss of control, and when the owner shall bear tort liability in the event of damages of others caused by littering by unidentified tortfeasor, so that the fair responsibility is no longer abused.

The extensive application and integration of Internet and data processing technology aggravate the information asymmetry between business operators and consumers. In recent years, business operators frequently violated the legitimate rights and interests of consumers who are faced with great difficulties in protecting their rights due to the nature of concealment of such violation, difficulties in obtaining evidence and the high cost. In order to effectively regulate big data discriminatory pricing by law,it is necessary to improve the supervision initiative and enhance digital supervision of law enforcement agencies so as to create a legal environment for the development of e-commerce market; we should also strengthen business operators' obligations and responsibilities for information disclosure, supervision and honest operation; and consumer relief mechanisms should also be improved via smooth online relief channels, and by giviy full play to the supervisory role of the public.

In recent years, with the rapid development of information technology and Internet technology, cybercrime has gradually become a new form of crime,threatening people's personal and property interests,and cyber fraud is one of the main types of crime. Internet fraud is a form of crime in which criminals rely on information technology to implement fraudulent activities through online platforms. Compared with traditional fraud, the crime of online fraud presents significantly different characteristics, and is quite different from traditional fraud in terms of means of behavior, behavior, characteristics of the crime, and composition of the crime. Although China's current criminal governance has shown the trend of pre-protection of criminal law, it is subject to the shortcomings of conservative criminal legislation system and punishment mechanism, which leads to the disconnection between the criminal law governance of cyber fraud crime and social reality and crime development. In view of this situation,we should improve the current criminal law regulation system from the aspects of constructing an open criminal legislation system, grasping the new characteristics of online fraud crimes, standardizing and perfecting the criminal punishment mechanism,and perfecting the supporting measures of criminal governance,so as to achieve more effective criminal governance of online fraud crimes.

History illuminates the past and the future. In the "four histories", rich ideological and political education resources can be obtained which helps universities pass on the revolutionary gene and implement the task of talent cultivating and moral education. To integrate the "four histories" education into the college ideological and political theory course, we must establish a correct view of Party history and firm value beliefs on the basis of an understanding of the great contribution of the Party. Social workers provide social services for the disadvantaged groups, the deviant groups, and the diseased groups on the premise of empathy. However, empathy is a double-edged sword, long-term engagement in which can easily cause empathy fatigue,an unhealthy psychological condition directly related to organizational problems that disturb the development of social work, such as low professional identity, high willingness to leave, and high turnover rate. This article reviews the early researches on empathy fatigue. Through generalizing and evaluating the concept of empathy fatigue, its measurements, influencing factors, and intervention measures, we put forward an operational concept of empathy fatigue for social workers and the direction for future studies. We expect that more researches be done on and more intervention measures be taken to improve social workers,a professional group with high labor intensity,high cognitive skills,and high emotional input,thereby promoting the development of social work.

Tian Xi is an important memorial writer in the early Northern Song Dynasty(960-1127). Tian Xi has been diligent in writing memorials with 25 available now out of the total fifty-two. Through literature collation and text research of Tian Xi's memorials, we explore the connotation of the thoughts on governance in Tian Xi's memorials, which we find out includes the following:reducing forced labors and taxes and duties, providing the people with peaceful life, advising frankly to the monarch, cultivating morality to eliminate disasters, consolidating frontier defence, avoiding wars, putting people and nation to the priority and establishing laws and regulations for state affairs. In terms of literary characteristics,Tian Xi's memorials are characterized by parallelism,variety of reasoning and conciseness,which reflects the typical style characteristics of memorials in the early Northern Song Dynasty. From the perspective of political influence, Tian Xi's memorials to the emperor assist the temporary emperors and state governing, and inspire the loyalty and righteousness of the Northern Song Dynasty. Tian Xi's memorials on state governing, and the honest and elegant writing style were highly praised by Fan Zhongyan, Sima Guang, Su Shi and other famous officials of the Northern Song Dynasty.
