Abstract: Victim participation in penalty measurement has its origin from ancient times，but got on decline after the foundation of nations.Victim participation in penalty measurement is quite necessary to ensure the status and rights of victims，to promote public confidence in justice and to construct a harmonious society.And its implementation can be achieved through sentencing proposal，crime measurement pleading and sentence reasoning mechanism.
