Abstract: According to survey results，the poor quality of economy，education and culture construction，bad environmental facilities，and residents of various origins and other factors are the major reasons for the frequent occurrence of theft crimes and other social problems on the outskirts of the city area，and many of such criminal cases remain unsolved. To solve this problem we need to coordinate forces from all sides and construct a crossover management network. We hold that such crimes can be prevented and harmonious development of such areas can be achieved by establishing and perfecting an omnidirectional monitoring apparatus in key areas，distributing police forces scientifically，developing the urbanization by stages，and by creating a positive mainstream cultural atmosphere.
