On the Embedment of Social Capital in Rural Governance

Abstract: Rural social capital is an important factor to orderly rural governance. In the process of social transformation, traditional social capital coexists with modern social capital. However, the inadequate integration of the two kinds of social capital has resulted in problems like the prevalence of egoism and utilitarianism, the lack of elites in self-governance, and the change of rural social network and inactive autonomy, which has negative effects on rural governance. Adequate integration of traditional social capital and modern social capital is the premise for social capital to fully play its role in rural governance, and is the foundation of orderly rural governance, stable rural areas, and the comprehensive reform in times of deepening social transition. Therefore, we suggest measures which are of certain significance in bringing social capital to full play in rural governance, and achieving orderly rural governance, which are:civic awareness education, regulation integration, elite organization, organization reconstruction and perfecting of the system.
