Abstract: To improve rural social governance, we should learn from the wisdom of traditional culture by combining modern civilization with traditional rural culture. Focusing on filial piety, village rules, imperial clans and ancestral halls, and temple activities in the rural areas in Tongling City in Anhui Province, this paper analyzes the role and value of traditional culture in rural governance. We also explore the lack of morality and public cultural activities, and the violation of rules and order in the rural areas. In order to build a modern rural governance system, it is important to cultivate a new rural civilization, to re-establish modern rural rules, and to improve the rural autonomy system and cultural activities.

Key words: traditional culture, rural governance, new rural construction, filial piety, village rules
