The U.S. has been frequently conducting countervailing duty investigations towards Chinese companies since its first
launch in 2006，which has become one of the major controversies in Sino-American economic and trade relations. The American
Innovation and Competition Act under consideration is keenly targeted at China，with the Strategic Competition Act of 2021 closely
reflecting the U.S. economic and trade policy toward China，which accuses China of subsidy policies and requires the U.S. government
to take tough measures. The relatively robust American countervailing legal system and recent legislation pose new challenges to
Chinese subsidy issues：first，the number of countervailing investigations against China will continue to increase；second，
countervailing investigations against China will be more focused on Chinese advantaged industries such as metal industries；third，
countervailing investigations and anti-dumping investigations will continue to be conducted on a large scale；fourth，countervailing
investigations initiated by the U.S. will affect other countries. Not only politics and economy but also the countervailing system itself
are accountable for these trends and challenges. In this regard，China should take the following measures to actively respond：first，
to adjust and consummate the current subsidy policy；second，to take appropriate countermeasures at the appropriate time；third，to
promote the construction of new international subsidy rules.

The great historical changes constitute a strong motivation for the reform of the UN Security Council. Through the
historical investigation，it is found that the reform of the Security Council has strong impetus on the surface while different intrinsic
motivations and directions of development. In order to break the "old routine"，the reform of the Security Council has been taking a
fascinating tug-of-war，which has become the "new normal" of in-depth game among all parties. The final goal of Security Council
reform is to maintain world peace and development，not to satisfy and balance the interests and power distribution of member states.
Failing to uphold the concept of the community of humanity，a few countries have not used the veto power of the sanctions resolution
correctly and have deviated from the spirit of the United Nations Charter，which resulted in the weakened implementation of the
resolution and impaired authority of the Security Council. Reform should be focused on how to better meet the challenges and threats
facing the international community and improve the overall program from the top-level design perspective. Therefore，China should
grasp the development direction of the expansion of the Security Council，adopt correct countermeasures in the power competition of
the Security Council reform，and contribute Chinese wisdom to build a community of shared future for mankind.

One of the typical features of the gradual weakness of globalization is that the United Nations system and its associated
institutions，promoted by the United States after the Second World War，are beginning to get into trouble：they have been suffering
from strong opposition but have been unable to carry out reform with the times. Globalization has not given all countries equal
opportunities for development，but this imbalance is not the main reason for the resistance to globalization. The real reason is that
globalization has failed to make everyone a beneficiary. In addition to strengthening populist sentiment brought about by the new
crown epidemic，the global trading system established after the Second World War may be moving to an inflection point，with interregional
trade agreements becoming the norm. To avoid a setback of globalization，the most important thing for China，the US and
Europe now is to forge a consensus amid their disagreements. China，as a supporter of globalization，needs to start with the "
decentralized" regional development of its Belt and Road Initiative to force developed countries in Europe and the U.S. out of their
narrow "regionalized" development philosophy.

Gansu Tibet-related districts are multi-national symbiosis areas where there is a deep historical foundation for the
communication and integration of various ethnic groups. Since the founding of the People's Republic of China，all ethnic groups in
Gansu Tibet-related districts have been working together to achieve common prosperity and development. In the new era，Gansu
Tibet-related districts focus on the development of the economy，the creation of national unity and progress，and the inheritance as
well as promotion of national culture and other specific practices to further promote the exchanges and integration of various ethnic
groups. This paper summarizes the historical experience of communication and integration of various ethnic groups in Tibet-related
districts，explores the practical path of economic and social development in addition to harmonious ethnic relations，and provides a
reference for further developing national unity and progress and casting the sense of community for the Chinese nation.

Cultivating civilized rural style can provide guarantee for rural revitalization. The survey shows that the pilot work of rural
revitalization in village Z of prefecture A in Western Yunnan has been effective in strengthening the construction of cultural positions，
transforming customs and inheriting national characteristic culture which has improved the level of rural civilization. However，there
are still some restrictive factors，such as the low mainstream values recognition of some farmers，the limited effectiveness of public
culture supply，and the insufficient support of rural cultural talents. We must enhance the "soft power" of rural development by
strengthening the leading function of socialist core values，improving the level of public cultural services，tapping the endogenous
power of farmers and other strategies.

Chinese mythology is the source of Chinese literature and culture，hence the research on the translations of Chinese
ancient myths is of great significance to promoting Chinese literature and culture worldwide. Translators at home and abroad such as
Anne Birrell，Cyril Birch，and Yang Lihui adopt the hermeneutic method of concretization in translating the myth of N俟wa，a
renowned Chinese ancient myth. This method targets at the academic，literary，and instrumental context，featuring preciseness and
thickness，vividness and richness，conciseness and fullness respectively. It contributes to the global spread of Chinese mythology as
it takes both recontextualization of translation and the needs of different readers into consideration.

The names of characters in A Dream in Red Mansion，the literary masterpiece are a highlight of the novel. Because the
names of servants often reveal the masters' characters，preferences，living conditions，and even imply the masters' fates，which has
become a major difficulty in translating this novel. From the perspective of multimodal translation theory，this paper analyzes the
translation of the masters and their servant names in the English versions of Yang Xianyi and Gladys B. Tayler，David Hawkes and
John Minford，and then discusses the English translation strategies of names. It points out that when translating a name，it should be
considered four aspects：culture，context，content and expression. If the name has a certain cultural image，transliteration with
annotation，literal translation with annotation and free translation with annotation are ideal translation compensation strategies.

The practical teaching of ideological and political course in Dali University has taken a successful road by exploring and

Policy value orientation discourse is the linguistic symbol expression of policy value orientation theory. As the basic
starting point of the mass line policy model，"everything for the masses" provides important theoretical discourse guidance and
practical discourse basis for the policy value orientation with Chinese characteristics. Through the establishment and adjustment of
different policy objectives，promoting the operation of policy process is the internal mechanism of the realization of policy value
orientation. Based on practice characteristic of Chinese policy and guided by value orientation theory discourse of Marxist policy，a

In the long course of historical development，the Bai people have created the art of Daben ballad with distinctive
characteristics. Folk customs in Dali area believe that this song has the functions of educating，exhorting people，and praying for
blessings while ridding disasters. There is a folk proverb that goes，"one song is better than three fastings". Through field
investigation，the paper analyzes and studies the musical form of traditional classical tracks of the Bai Daben ballad，which is
conducive to promoting the creation and singing of Daben ballad in present days，inheriting and protecting Daben ballad and
enhancing various ethnic people's identity of the Chinese culture so as to consolidate the consciousness of Chinese national

The architectural characteristics embodied in Chala village are a microcosm of the Nu ethnic village in northern Nujiang
Prefecture，and have become a treasure trove of cultural genes guiding the development of architectural diversity with respect to the
solution of the residence problems.This paper discusses the basic features，construction techniques and art，functional layout of
architectural space，architectural decoration and culture of Gongshan Chala architecture and displays the architectural cultural
characteristics of the Nu ethnic group in Gongshan in the north of the Nujiang prefecture，which provides valuable reference for the

Qian Mu，who had spent his life evoking the soul of his homeland，took inheriting and carrying forward Chinese
traditional culture as his duty. Faced with the erosion of Chinese traditional culture by Western culture at that time，he stuck to the
tradition and maintained the reformation，and meanwhile，put forward systematically cultural education thought. He believed that the
aim of cultural education was to cultivate students'sound personality；the concept of curriculum design of cultural education was to
lay equal stress on general knowledge and expertise；and the basic path of cultural education was historical interpretation. Qian Mu's

The education of Southwest Associated University can be described as "the spirit of independence and the thought of
freedom"，which sets a model for modern education. The classroom full of essence is the spiritual mineral left by Southwest
Associated University and the key to open its educational spirit. Through the study of the existing teaching materials of the
University，it is found that there are different educational spirit in teaching. First of all，Zheng Tianting，Wen Yiduo，Pu Jiangqing，
Qian Mu，etc. who had gone through the long journey to the south，displayed the spirit of patriotism and loving for the people with
dedication to public interests and acquisition of all-round capability in their handouts；Secondly，it reflected the world vision of

The study investigated the color classification and preference of sick children. The results showed that：淤The basic
color semantic space of sick children presents a dichotomous tendency of chromatic vs. achromatic and light vs. dark，and 11 basic
colors are divided into 4 categories：dark （including gray，brown，black），white，warm （including red，orange，yellow，pink，
purple），cool colors （including green，blue）. 于The color preference of sick children is yellow，blue，green，red，orange，purple，
pink，white，brown，gray and black in sequence，and there is a significant gender difference in color preference of sick children，
with boys preferring blue，and girls preferring pink.

To explore the relationship between information overload and unintentional rumor spreading behavior，and the mediating
role of negative emotion during the COVID -19 pneumonia pandemic，1 629 university students were surveyed with information
overload scale，negative emotion scale and unintentional rumor spreading behavior scale. It is found that there is a significant positive
correlation between information overload，negative emotion and unintentional rumor spreading behavior. Besides，negative emotion
plays a partial mediating role between information overload and unintentional rumor spreading behavior. Thus，university students'
information overload not only has direct effects on unintentional rumor spreading behavior，but also could affect their unintentional
rumor spreading behavior through negative emotion.

This paper focuses on the issue of portability of basic public services of agricultural transfer population. Based on the
definition of the concept and the analysis of the current situation，it analyzes the rights，responsibilities and interests relationship
among the central government，the government in the inflow area and the government in the outflow area in the supply of basic public
services for agricultural transfer population using game analysis，then find out the causes. Two conclusions are drawn as follows：（1）
In order to ensure that the basic public services of agricultural transfer population can be carried，the central government，the local
government of inflow and the local government of outflow should take the responsibility of supply. However，the results of game
analysis show that the responsibilities are "not been taken" or only "conditionally taken"，and in reality，the prerequisites of taking
responsibilities are too difficult to meet，which results in "non -portability" of the basic public services of agricultural transfer
population in China. （2）The root of the lack of public service supply would be the unclear definition and division of supply
responsibility，and the mismatch between supply responsibility and financial resources. In conclusion，this paper tries to put forward
a reasonable scheme to promote its portability and make the basic public services of agricultural transfer population portable by
establishing a special transfer payment system that matches resources with responsibilities on the basis of clearly defining and
dividing the supply responsibility.

The construction of general education teaching staff plays an important role in faculty development in colleges. However，
"employment-orientation" vocational education model has made most higher vocational colleges prefer professional skills to general
education，which impedes the building of general education teaching staff. While general education is of great significance in
cultivating students' views of world，life and values so as to contribute a lot to the development of new generation with "Four
Qualifications" in the process of the country's booming higher vocational education. In order to cultivate talents who can adapt to the
new development，higher vocational colleges have to build a general education teaching team with sufficient staff number，reasonable
age structure and profession title system，noble ethics，strict political stance and excellent literary accomplishment.
