摘要:

带薪休假是劳动者的一项基本权益,是建设和谐劳动关系、体现现代社会以人为本发展观念的重要环节。英国于1938年即颁布了其首部《带薪休假法案》,成为世界上最早认可并实践带薪休假的国家之一。英国的实践表明,随着社会经济的发展,所有劳动者享受带薪休假的权利是必然的趋势;但要使其成为良好的制度安排往往无法迅速达成,会有较长的争议与磨合,在这一过程中,集体谈判是实现带薪休假等劳工权益的重要手段。

Abstract: Holidays with pay is a fundamental right of labours,and an important factor in building harmonious labour relations and embodying the man-centered concept of development.As one of the earliest countries accepting and practicing holidays with pay,Britain issued its first Holidays with Pay Act in 1938.British paid holiday practice reveals that paid holiday for all labours is an unavoidable trend with economic development.But it takes time for it to become an effective policy.In the process,collective bargaining is an important means to win such labour rights as holiday with pay.
