Abstract: he transformation of local government′s governance is the basic approach to the construction of a harmonious society.To construct a harmonious society，the most important thing is to make local government fully play its role.At the same time，local government is the foundation and elongation of state power.To a certain extent，the public gets its understanding of the ruling party′s governing philosophy，effect and the legitimacy and rationality of the political system through the grassroots governance.Only by establishing and improving the grassroots of government machinery which can promote the economics and transform functions of the government to provide basic and secure public goods and effective public management，public service can strengthen class basis and mass basis，and then promote harmonious development of society.
