Abstract: The signing and implementation of Washington Accord has exerted positive influence on engineering education in universities in all countries involved. And the "excellent engineer education program", based on Washington Accord, is regarded as one of the most major reform plan of China's higher education. However, there existed problems in the implementation of the program in recent years, such as the backwardness of educational concepts and teaching mode, lower participation of students. China should make reference to the America's approval standards in exploring effective ways of implementing "excellence program" and enhancing engineer education in China by combining theoretical teaching with practical teaching so as to enhance students' scientific and engineering skills, by optimizing practical teaching contents and innovating practical teaching mode, by strengthening teachers' teaching concepts and enhancing teachers' teaching abilities, and by cultivating the ability of internationalization and establishing policies and fund-assuring system.

Key words: teaching reform, excellence program, Washington Accord, practical ability of engineering, innovative ability of engineering
