Abstract: The exploitation, utilization and protection of water resources in Qinling-Dabashan mountain area is a major issue in the social development in this area. An analysis of the current condition of water resources exploitation and utilization and water resources environment finds that besides the advantages, problems still exist in water resources exploitation and utilization in Qinling-Dabashan mountain area:low efficiency of water resources utilization, high risk of river pollution, imperfect early warning mechanism of water quality and eco-compensation mechanism. To solve these problems, this paper proposes suggestions on legal system and policy improvement of water resources development and utilization, on reforming river reaches and river basins management mechanism, strengthening water resources management by law and red line control, perfecting ecocompensation mechanism of water resources development and utilization, building emergency management mechanism against water pollution, and innovating development mode of water economy by relying on existing advantages of water resources.
