    The exploitation, utilization and protection of water resources in Qinling-Dabashan mountain area is a major issue in the social development in this area. An analysis of the current condition of water resources exploitation and utilization and water resources environment finds that besides the advantages, problems still exist in water resources exploitation and utilization in Qinling-Dabashan mountain area:low efficiency of water resources utilization, high risk of river pollution, imperfect early warning mechanism of water quality and eco-compensation mechanism. To solve these problems, this paper proposes suggestions on legal system and policy improvement of water resources development and utilization, on reforming river reaches and river basins management mechanism, strengthening water resources management by law and red line control, perfecting ecocompensation mechanism of water resources development and utilization, building emergency management mechanism against water pollution, and innovating development mode of water economy by relying on existing advantages of water resources.

    As one of the four contiguous poor areas in Sichuan, Da Liangshan and Xiao Liagnshan area is a key povertystricken area where concentrated manpower and material resources are needed in the battle of targeted poverty alleviation. Due to the poverty and other adverse conditions in this area, three-aspect reality factors need to be considered in making targeted poverty alleviation policy. The first is precise location of households living under the poverty line and poverty-relief industries, and the utilization efficiency of poverty alleviation funds. The second is the remote geographical location. The third is the lack of quality educational resources. Aiming to enhance the accurate and sustainable poverty alleviation in Daliangshan and Xiaoliagnshan area, we propose a series of initiatives:pinpointing households living under the poverty line, conducting projects on people's livelihood security, containing excessive population growth, introducing high-quality talents, perfecting poverty alleviation project auditing, optimizing industrial structure, and improving education level. Targeted poverty alleviation is not only a matter of people's livlihood, but also a determinant of the effectiveness of overall poverty alleviation and the construction of a well-off society in China.

    The western theories on public policy have their scientificity, but they cannot illuminate Chinese Communist's central role in policy process. At the local level, local party committees play a role of the core actors in setting major political agendas. While leading the construction and development of local regions, local party committees face both the political pressure from the Party Central Committee and governance demands from the public. When the pressure or demand accumulate to a certain extent, there arises the fission that changes public policy, and local party committees must cope with such fission by setting major political agendas. In the process of agenda setting, local party committees play the role of core actors, which interact with both Party Central Committee and the public by fully mobilizing administrative, legal and economic resources. Furthermore, they use a variety of ways to make creative political responses to all kinds of pressure and demands. Thus, effective local governance can be realized.

    The new media has subverted the traditional media's dominance of information with characteristics as massive information volume, information exchange without time and space limits, anonymously equal dialogue context, and de-centralized noisy scene. In this context, the ideological discourse of colleges and universities is experiencing deconstruction of pluralistic social thoughts, with the main authority of discourse destructed, the one-way discourse pattern broken, and the discourse style going invalid. While this evolution brings opportunities for optimization of the ideological discourse power in colleges and universities, it also breaks the dynamic balance of the ideological discourse power of colleges and universities and weakens the leading force of Marxist ideology. To improve the ideological discourse nower in colleges and universities, the principle of unification of clearly stated stand and imperceptibly moral influence, the unification of online interaction and offline exchanges, the unification of science and values must be upheld. On this basis, we can construct in colleges and universities the ideological communication system, and the synergetic mode of the media literacy education, the teaching of ideological and political theories, and early warning mechanism of cyber safety.

    The formation of institutional identity is the practice verification on the basis of unification of the cognitive expectations and normative expectations of institutional norms. The significance of ideology in the construction of institutional identity lies in:first, ideology can achieve the directional control over system information and influence people's cognition and understanding of system; second, by exerting the function of "possession of others will", ideology can change or replace the original ideological understanding and values of the general public and shape the normative expectations of the system. Ideology provides the ideological basis for the system identity, but because the institutional identity is not only a question of theoretical rationality, but also a question of practical rationality. The ultimate recognition of institutional identity depends on whether people's cognitive expectations and normative expectations of the system can be met in the system implementation process, which constitutes the limit of ideological function. In the forming of institutional identity, it is necessary to give full play to the function of ideology, and to strengthen the supervision and administration of the correctness and justification of the system and the system implementation process, so as to provide the necessary "rules of thumb" for the construction of institutional identity.

    The promulgation of the Supervision Law(Draft) reflects that the anti-corruption campaign will gradually develop from Party discipline to an endeavor at the level of the state law, indicating the Party Central Committee's determination to fight against corruption and to comprehensively push forward the construction of socialist state ruled by law. The measure of detention stipulated in the Supervision Law(Draft) is the focus of debate in both society and academic circles. At present, the reform of the supervision commission is imperative. However, the implementation and improvement of the measure of detention require the coordination with the Constitution and relevant laws and regulations, which is bound to be a long process. Therefore, we propose the use of the in-advance intervention of procuratorates which is a viable means to deal with and to protect the basic rights of citizens and strengthen the supervision of the supervisory authority itself to prevent the reform from going to an extreme. The implementation of this measure can not only maintain the current inspection and supervision reform but also give full play to its role of investigating crimes of authority and prevent the abuse of the measure of detention.

    With the establishment of Sichuan Internet Writers Association and Chengdu Internet Literature Alliance, and the introduction of the Ten New Talent Policies, came the best opportunity for Sichuan's Internet literature to prosper in the past 20 years. The large number of outstanding noted local Internet writers and the variety of story themes have made Chengdu a star city of Internet literature in China. In terms of Internet literature industry development, revision of internet literature works continues to prosper, and the more specified reader oriented WeChat flow diversion underlines the significance of reader attraction; the comprehensive and quality Internet literature IP development have become the trend. However, researches on Internet literature falls far behind the prosperity of Internet literature development in Sichuan, which can be seen in the much smaller number of authorized research projects and funds, published research papers and monographs than those in Beijing, Shanghai, Zhejiang and Hunan. To boost the prosperity and industrialization of Internet literature in Sichuan, stronger policy support is needed to establish better environment and platform for writing and reviewing, and to foster a stronger local team of writing and theoretical research.
    Synonyms of Newly Compounded Words in Qimin Yaoshu

    Qimin Yaoshu is of a strong style of colloquialism in the middle ancient times of China, and many compound words were used. Some compound words are similar or related in meaning, which form into different lexical fields of synonym. These synonyms have the same characteristic in word formation:the two morphemes which constitute the compound word have similar or related meaning when used separately. Those compound words are probably new words created by the linguistic community then, based on existing co-ordinate word formation in the middle ancient times. With the development of Chinese lexicon, these synonymous compound words in Qimin Yaoshu had different endings. Those made up of frequently-used monosyllables or formed with new meanings by the metaphorical mechanism, had a relatively higher frequency of use and stronger vitality. As a result, they were much easier to be developed into general compound words of Chinese. Those which were less used or are more difficult to produce extended metaphorical meaning were more likely to drop out of linguistic communication and became a history in the development of Chinese lexicon.

    Bao Tingbo and Wu Qian are Huizhou book collectors in the Qing dynasty, who lived in Jiaxing Zhejiang. Due to shared preference of collecting books, they became friends and teachers to each other. The friendship was deepened through their communication about books and the inscription and emendation of the books. Meanwhile, many celebrity scholars from Jiangsu and Zhejiang participated in their communications and their common preference to book collecting boosted local culture, promoted the development of the economy and extended the influence of Huizhou culture. Bao Tingbo's daily activities, especially details of his communication with Wu Qian about books were recorded in detail in The Diary of Wu Qian, which has important academic value for addendum to Chronicle of Bao Tingbo, and also helps us to understand Bao Tingbo's life through a different angle. There is no doubt that the cultural activities of Bao Tingbo and Wu Qian had a positive influence on native people's impressions on Huizhou people living in Zhejiang. Therefore further studies on their communications are of great significance for later scholars to understand how people from Huizhou fitted in the local society in Zhejiang.
