Abstract: The report of the 19th National Congress of the CPC pointed out that the construction of eco-civilization is to elevate the sustainable development to the height of green development. It is also an important part of the cause of socialism with Chinese characteristics, a significant measure to solve the major social conflicts in the new era of socialism with Chinese characteristics, to build a beautiful China, and to achieve five pronged strategy layout. The construction of eco-civilization is essential for China's economic development, for the enhancement of China's comprehensive international influence and for the realization of the Chinese dream of the great rejuvenation of the Chinese nation. Xi Jinping's thoughts on eco-civilization construction inherit and develop Marx's and Engels's thought of harmony between man and nature and the ecological wisdom of traditional Chinese culture, and innovate the party's governing concept in the new era. It is also a scientific guidance for contemporary China to achieve eco-civilization in socialism, which reflects the unification of the inheritance and innovation; it is both national and international. To implement General Secretary Xi Jinping's thoughts on eco-civilization construction, we need to strengthen the construction of the institutional system, to promote ecological culture and harmonious development, which is of contemporary and far-reaching historical significances, for promoting the eco-civilization construction in China, building a beautiful China.
