The Trust Fracture and Institutional Countermeasure of Co-governance in AIDS Rumors

Abstract: Co-governance in AIDS prevention and control signifies that China's AIDS prevention and control has been transformed from inspection centralism to cooperation among public and private sectors. In AIDS prevention and control process, there have always been rumors about the transmission, post-exposure prophylaxis and life expectancy of HIV-infected people. The spread of such rumors harms public trust to the government, social organizations and experts and cause the malfunction of government supervision, professional prevention and public participation in AIDS prevention and control. Trust is an institutional link that integrates multiple forces and buffers social conflicts. Therefore, in cooperation with social organizations and medical experts,the government should integrate the co-governance discourse of democracy,science and value orientation into the governance mechanism, so as to establish a balanced system of expert advice and public education. Such co-governance efforts will effectively relieve the public anxiety about HIV infection and repair public trust to AIDS prevention and control.
