International cooperation on low-carbon energy aims to achieve green transformation of energy cooperation, to promote harmonious coexistence between man and nature, to achieve coordination between economic efficiency and green efficiency, and to promote the community with a shared future for mankind. Due to geographical proximity and high political mutual trust, the low-carbon energy cooperation between China and Russia in natural gas, nuclear energy and electricity has been continuously improved. However, there are problems such as imperfect cooperation system, unclear jurisdiction over energy infrastructure, and defective dispute settlement mechanisms in the cooperation between the two countries. To reach the goal of carbon peaking and carbon neutrality, it is of great significance to build a safe and efficient energy cooperation system. Problems in low-carbon energy cooperation between China and Russia can be solved by improving the legal system of low-carbon energy, clarifying the jurisdiction of energy infrastructure and strengthening the supervision of energy infrastructure safety through legal measures, and by improving dispute settlement mechanisms.

With the shift of the focus of the work on agriculture, rural areas, and farmers to a new stage of comprehensively promoting rural revitalization, it is of great theoretical and practical significance to transit smoothly and effectively from industrial poverty alleviation to industrial revitalization. The poverty alleviation areas in Sichuan Province are all located in hilly and plateau mountainous areas, and the anti-poverty cause in the two major geographical regions has both similarities and differences. This article systematically reviews the current development status and the main obstacles in the transition from industrial poverty alleviation to industrial revitalization in Sichuan. We found that the industrial poverty alleviation projects in hilly areas are difficult to start due to weak non-agricultural industries, low level of industrial structure and lack of funds and technical support; matter-oriented values in plateau areas aggravate market risks, and problems such as weak regional economic foundation, serious industrial homogenization, frequent natural disasters and low level of public services also affect poverty alleviation benefits. In order to improve the efficiency of poverty alleviation efforts and effectively resolve the difficulty in determine the direction for industrial development in these areas, in the future rural revitalization work, efforts should be made to strengthen targeted social governance, improve adaptation to local conditions and implementing targeted policies, and thus promote the sustainable development of poverty alleviation industries.

With the awakening of household awareness of investment and financial management, the popularization of mobile Internet and the rapid development of inclusive finance, institutional, professional and digital asset allocation has increasingly become the mainstream of residents' investment and financial management. With the help of the data of 40011 households across the country released by the China Household Finance Research Center in 2017, and taking stock market participation and Internet use as the media of impact of investment advisers on household wealth, we verify the possible mediator effect, moderator effect, and moderated mediator effect in investment advisers' impact on household wealth. Heterogeneity analysis was conducted on households from different regions and income groups and the results show that investment advisors has a significant positive impact on household wealth, which is more pronounced in rural areas, central and western regions, and low to middle-income families. Stock market participation has some mediator effect between investment advisers and family wealth. The use of the internet positively regulates the impact of stock market participation on household wealth. The results of robustness test by PSM method are valid too.

Marx and Engels' thoughts on urban-rural relations are an important part of the Marxist theoretical system. Relevant academic research in China began at the early stage of reform and opening up, and have now gone through three stages:exploration, maturation and the deepening and expansion. Scholars have extensively discussed the background of Marx and Engels' thoughts on urban-rural relations in terms of the background of the times, the origin of ideas and the theoretical background. Studies on the content of Marx and Engels' thoughts on urban-rural relations have mainly been thorough exploration of Marx and Engels' discussions on the evolutionary trends, causes and conditions of urban-rural integration. The scholars have also summarized the theoretical value and practical revelation of Marx and Engels' thoughts on urban-rural relations in their researches. Although the studies have implications for subsequent theoretical research and urban-rural integration practice, the systemic character of the research findings still needs to be constructed, the research perspectives still have space for expansion, and the diversity of research contents needs to be improved. Returning to the original works for deeper theoretical interpretation, innovating the perspectives and for comparative studies, and enhancing theoretical perspectives based on realities are the basic paths to deepen the follow-up studies.

The profound political feelings of the CPC are embodied in the "three imperatives" with its distinctive connotations of the times. The CPC's awareness of potential dangers is a sense of survival, and a sense of development as well. It is an objective judgment based on rational spirit and political wisdom of dialectical thinking, and originates from both the excellent traditional Chinese culture and from the scientific theories of historical materialism and dialectical materialism. In the past hundred years, the CPC's sense of distress has presented different characteristics in different historical stages. Among them are the vigilance against crisis, the subjective consciousness of risk mitigation, the political spirit of daring to fight, the readiness to shoulder its responsibility for rejuvenation of the nation, and the enterprising spirit of hard-working. Such characteristics have become the shared ideology of the whole Party and the whole Chinese people to transform the world. There is a close relationship between Chinese path to modernization and the excellent traditional Chinese culture. A close study on the relationship between the two, following the logic of "starting point-intermediary-end point", will help provide a theoretical support for the win-win development of the two, and effectively promote the stability of Chinese path to modernization and the modernization and innovation of excellent traditional Chinese culture. Socialism:Utopian and Scientific, the revised version of Engels' polemical academic work Anti-Dühring, aims to promote and popularize the theory of scientific socialism. An adaption of a polemical academic work that popularizes socialist theories to the masses, it provides a theoretical weapon for the world proletariat to distinguish scientific socialist theory from other socialist thoughts. It was introduced to China by different social groups for different purposes, and there existed problems of misunderstanding and incompleteness in its translation, but the introduction and dissemination satisfied the needs of Chinese intellectuals to understand the theory of scientific socialism at the time when it was urgent to save the nation from subjugation and to strive for national survival. The historical materialism and scientific socialism thoughts it explained provided Chinese people a preliminary understanding of the theory of scientific socialism, making it possible for more people to access Marxism and finally the right route to save the people and the nation.

The integration of multi-modal transport is a major change in the organization form of modern transport. The theoretical and practical differences between electronic documents and paper documents reflect the development from the industrial era to the digital era, and the unification and digitalization of multi-modal transport documents is an inevitable trend in the development of commercial practice. However, the lack of functional value and technical attributes of existing legal rules has become an obstacle to the development of international multi-modal transport in practice, which has significantly hindered the gradual reform of the multi-modal transport and the legal function of electronic documents. Therefore, it is suggested that the value orientation and theoretical basis of the construction of rules of international multi-modal electronic documents be clarified, and that epistemology of the construction of rules be interpreted anew through the dimensional deconstruction, logical aggregation and rule construction. On such basis, standardized, digitalized international legal system of international multi-modal transport document can be established.

The intersection or overlap of private information and sensitive information in specific content and the provisions of the Civil Code on the application of laws to private information are the reality and legal basis for the application of sensitive information rules to private information processing. The necessity of private information processing mainly considers whether the purpose is legitimate or specific to information involved, and whether the processing method is reasonable. It can be judged by the processor, individual or the people's court, and a separate written notification shall be made. The exemption from the obligation to notify should be strictly limited. The impact on personal rights and interests can be evaluated and graded from different dimensions by a multi-party evaluation organization with reference to national standards, and notified in the form of an impact evaluation report on private information protection. The individual consent for the processing of private information shall be made in the written form under the premise of full knowledge. The exceptions to the consent shall not only apply to the provisions of the Personal Information Protection Law, but also consider the particularity of private information.

True Record in the Zhizheng of Yuan Dynasty, one of the representative literary sketches of the Yuan Dynasty, emphasizes both recording and reasoning aiming at "self observation and examination" for introspective pursuit of personal morality and temperament, and also extends it to admonishment and exhortation to future generations.True Record in the Zhizheng of Yuan Dynasty is of value as it's detailed and diversified description of social life of Yuan Dynasty makes a good evidence or supplement to history record. Kong Ke-qi put forward many ideas and concepts of self-cultivation and family governance, advocating thrift, simplicity, diligence, faithfulness, prudence to marriage, valuing harmony in families and clans and caring of orphans and widows, and dissuading from greediness, extravagance and idleness. He regarded them as the principle of family governance and the treasure of family inheritance. Kong Ke-qi's concept of self-cultivation and family integrity still has reference value at present time when promoting construction of socialist culture with Chinese characteristics.
