Legal Path of on Low-Carbon Energy Cooperation Between China and Russia in the Context of “Carbon Peaking and Carbon Neutrality”

Abstract: International cooperation on low-carbon energy aims to achieve green transformation of energy cooperation, to promote harmonious coexistence between man and nature, to achieve coordination between economic efficiency and green efficiency, and to promote the community with a shared future for mankind. Due to geographical proximity and high political mutual trust, the low-carbon energy cooperation between China and Russia in natural gas, nuclear energy and electricity has been continuously improved. However, there are problems such as imperfect cooperation system, unclear jurisdiction over energy infrastructure, and defective dispute settlement mechanisms in the cooperation between the two countries. To reach the goal of carbon peaking and carbon neutrality, it is of great significance to build a safe and efficient energy cooperation system. Problems in low-carbon energy cooperation between China and Russia can be solved by improving the legal system of low-carbon energy, clarifying the jurisdiction of energy infrastructure and strengthening the supervision of energy infrastructure safety through legal measures, and by improving dispute settlement mechanisms.
