Abstract:

The Act of Recycling Economy takes EPR as a basic management regulation，which，the authors think，reflects a misunderstanding of thenature of EPR.Establishment of EPR in China starts first with development of prerequisites and various measures so that it fits well into the connotation of this act.This paper defines EPR as an environmental policy through an analysis of the development of the conception and relevant literatures.The promotion of EPR depends on advanced market economy，effective government operation，consolidated social foundation and various measures to fulfill the responsibilities.
