Abstract:

In applied ethics，the rise of the cyber ethics highlights the practical characteristic of ethics and applied ethics. With
the reflection turn in science and technology and philosophy of technology，a practical turn occurred in ethics. The philosophical
reflection on cyber technology cements the relationship between ethics and life reality as cyber technology is closely related to
real life，which fully presents the practical characteristic of ethics. As it is a new branch of ethics，the nature，scope and research
content of cyber ethics haven’t been generally agreed on. Seen from the perspective of ethics’ practical turn，the development
of cyber ethics is as follows: cyber ethics will focus more on the macro issues of philosophy of technology，and the research
paradigm will be more forward looking. Eventually，cyber ethics will develop into an independent discipline，which calls for
the necessity of reflections on its meta-theory，and it must defend for its task and nature as well as discuss its relationship with
other meta-theories of ethics
