Abstract: With rigorous attitude，scientific method and innovative system，this paper analyzes and evaluates the effectiveness of the combination of ideological and political education and culture and quality oriented education. Scientific，comprehensive and effective evaluation should be carried out according to policy，and on a scientific and humanistic principle. Ideal and faith education，patriotism education and moral construction are all the content of evaluation，and questionnaire，field investigation，and interview are the methods to carry out the evaluation.
