Abstract: While Internet technology promotes economic and social development，it also brings about social risks like network rumors. As the majority of Internet users，college students are exposed to such risks when they enjoy the convenience of the Internet. The analysis of Internet rumor cases in recent years reveals that college students lack the sense of civic responsibility to a considerable extent，which is mainly displayed in their weak citizen consciousness and sense of responsibility，their lack of honesty，and their inappropriate behaviors on the Internet. This paper also explores the main reasons for such phenomenon，which are the characteristics of current college students，network technology，school education，social environment and diversification of culture. We hope that the study can provide for colleges and universities points of reference on how to develop students’ good sense of network moral responsibility.
