Besides, legal regime adjusts oil industry and social relationship as well. However, there are huge differences in the performance among four types of legal regimes which are used for achieving oil industry sustainable development. Conventional legal regimes have not shown effectively control. On the contrary, unconventional legal regimes have been considered vigorous. Thereby, it is significant that we should envisage the strong and positive influence of those unconventional legal regimes which may bring us some useful advice in the future. In this paper the requirements in reservoir management for evaluating and predicting an oil company’s benefits were propsed. A decision-making model fitting for benefits evaluation of reservoir management unit has been established based on the oilfield development and finacial data obtained from current reservoir management unit. The poor quality of air services, even the most basic right to know is not protected, which will inevitably have disputes. This article analyzes first the necessity of safeguarding the passengers’ right to know, then proposes the relevant strategy to protect the passengers’ right to know from the perspective of the carriers and passengers. Thus，the game for petroleum security will certainly arise due to different strategies taken by China and the U. S. A. As a result，America is considered as the most important international environment when the petroleum security is carried out in China. The solution of the problem of Chinese petroleum security, therefore, will certainly be affected by Sino-U.S. relations including interactive petroleum relations between the two countries. Given the complexity and interaction of the two countries′ interests, so it is suggested that consultation and cooperation in petroleum security should be reinforced. To participate in International Energy Agency is the best cooperation model for China at present. It is discovered that the villagers′ inside value subject can be revealed in the meaning network made up of Holy Spirit will. Based on the analysis of the primary characteristics of leading industries and their functions，the author introduces the evaluation system of establishing the choice of regional leading industries. By adopting the combination of both quantitative analysis and qualitative analysis，this paper suggests that petrol chemical industry，manufacture of mechanical auto components and equipment，and textile & clothing manufacture should be chosen as the leading industries to develop the economy in Nanchong city. Development strategies are also proposed according to their respective features. It is hoped that this paper provides some reference for further studies of the regional economic development and the evolution of the regional industrial structure. As an important part of the traditional culture，the ritual theory has exerted great influence on forming the mentality of the ancient Scholar Bureaucrats. Confucianism has realized its pursuit of value mainly through the cultivation of the ritual spirit in Scholar Bureaucrats，namely，the social value of “external kings” is rooted in the cultivation of “internal saints”. In fact，both Zhouyi and Laozi，classical books honored by Confucianism and Taoism respectively，but they are also associated with each other in many aspects，which makes up the ideological foundation of the integration trend of Yi and Lao.
