Research on the Oil and Gas Development Strategy of CNPC in Iraq

In recent years，the development of China’s domestic oilfields has gone into the midlate phase with a declining oil production，so China’s domestic oilfields have to rely more on oil and gas resources overseas. Seen from the perspective of geopolitics，Central AsiaRussia is the safest oil supplier for China，while the Middle East is the biggest supplier for China，considering the oil distribution in the world. As the biggest oil and gas producer in China，CNPC takes the responsibility for securing oil supply in China. This paper analyzes the current situation of the development of CNPC in Iraq. On the basis of SWOT analysis model，the author explores the internal strengths and weaknesses and external opportunities and challenges of the development of CNPC in Iraq，and puts forward development strategies and safeguard measures. We hold that CNPC should actively enter into the upstream sector in Iraq and make exploration and development so as to accelerate the construction of worldclass comprehensive energy companies to secure oil supply in China.

As one of the three major cash flows of the cash flow statements，the financing cash flow has an obvious importance. From the angle of cash flow，we focus on financing cash flow with CSMAR databases，and by taking the companies listed from 2007 to 2010 as samples，we probe into the effect of financing cash flow on dividend distribution and its payment ratio by establishing Logit model and adopting demonstration analysis.

 After studying the main exposition and application of the current theory of “learning community”，we found that there is only a superficial understanding of the concept of “learning community” instead of an ontological one，which makes it difficult to truly master the concept in the application of this theory in teaching. For this reason，this paper holds that it is necessary to reveal the requirements of “learning community” on an ontological level，and only with a further understanding of the concept of “learning community”can we apply the theory of “learning community” consciously and flexibly during the ideological and political education.
 


 The government credibility crisis has become a shared social concern，which has led to a series of problems and has made it difficult for the government to operate properly. Regulations and adjustment from the perspective of legislation are in urgent need to restore government credibility. In view of the limitations of government self-discipline and the increasing severity of government credibility crisis，we suggest that government credibility be restored by improving the construction of administrative supervising system，strengthening the construction of administrative procedure system and ideological and theoretical cultivation and study of government credibility. Besides，we should also provide strong institutional and legal support for the restoration of government credibility so as to lay a foundation for the construction of social credibility system.

Based on its own benefits，Pakistan made an active performance in the South Asian Association Regional Cooperation（SAARC）to strengthen trade and to work together to meet the common challenges and solve the common problems with the members of SAARC. It also made a positive contribution for the development of SAARC by organizing various meetings，offering suggestions，supporting the regional center and headquarters of specialists in Pakistan and hosting summit meeting of SAARC. In the future development of SAARC，Pakistan will play a bigger role in promoting the extension of the power of SAARC secretariat and enhancing the energy cooperation and economic ties among the members of SAARC.

The legal aid by university students has its own characteristics，so its operation and management differ greatly from social legal aid and thus causes a series of problems in the process of its development. We made an empirical analysis of several typical legal aid organizations in some areas in China，and found out some common difficulties they face such as scarcity of funds，insufficient core personnel，and unclear identity. Based on the analysis of difficulties and the causes and the current conditions，we conclude that in order to ensure the development of legal aid，measures like legislation revision，security enhancement，and fund support should be taken，and legal aid practices can also be placed on law school curriculum and etc. We hope that these measures can meet the actual conditions in universities and help promote the development of legal aid cause.

 University governance is the core of the modern university system and is of great significance for university development. This review of university governance in China in recent years，focuses on university governance structure，and analyzes its characteristics，value，types，systems，subject relationships，changes in methods，and further discusses the internal elements of university governance such as university statutes，university concepts and social capitals and so on. On this basis，with lessons from European and American university governance，the authors analyze the university governance with Chinese characteristics，hoping to contribute to the improvement in university governance and to the construction of modern university system in China and promoting unversity governance in China.

Catherine Belsey is one of the most outstanding British poststructuralism literary and cultural critics since 1980s. Her works provide a new angle to the English literature and culture，and greatly influence British scholars and ordinary readers. Actively learning from the French theory of 1960s and 1970s ，she criticized in her early works the most popular theories of imitation and representation in traditional literary criticism in the western world. She refuted the classical realism，and favoured Renaissance literature，and put forward a new way of approaching literature which foregrounds the role of an active reader.

Ian McEwan’s short stories have a unique charm of narrative skills. His short stories are short in length，which combine linear narrative structure and narrative mode. Besides，in response to the need to effectively reflect the reality and express the theme，McEwan tells the story from a different narrative point of view and changes the angle correspondingly. Furthermore，the writer is not only good at using free direct speech and free indirect speech，but also at selecting narrative language according to different ages and status of the narrators. What can better display Ian McEwen’s narrative skills is the fact that he applies many narrative form elements of modern western novels (irony，speaking out from the character’s mouth，viewpoint selections and symbolic images etc.) to show their own ethical position implicitly.

In recent years，as an effective method of assessment，formative evaluation has been applied in teaching by many universities. Formative evaluation gives prominence to the subject status of students with the purpose of advancing students’ understanding and realizing students’ promotion，and thereby improves the teaching level. Starting from the concept of formative evaluation，we compare the differences  between formative evaluation and summative assessment and prove its value in teaching. Taking the Course Book of Strategy Based Instructions for Language Learners for example，this paper，based on the theoretical foundation of formative evaluation，drafts the design principles and schemes，discusses and analyzes the implementation of formative evaluation in teaching practice，and points out some issues in its application，which has a certain reference value for the foreign language learning in higher education institutions.

Vocational education，as an important support of industrial structure adjustments，has played a significant role in implementing strategy of revitalizing the nation through science and education，promoting sustainable economic  and social development，speeding up the exploitation of human resources and improving the competitiveness of enterprises. In the past 30 plus years of reform and opening up，there is a tremendous development in Chinese vocational education，and at the same time，some pressing problems has arisen gradually: the construction of related system and guarantee system of vocational education and the speed and scale of its development are not the same；too vigorous pursuit of the scale of development results in inadequate quality monitoring；the system of vocational education is still not perfect；school and enterprise cooperation lacks variety，the depth of enterprise involvement being patchy and industrial guidance and monitoring not sufficient etc. We suggest the development of vocational education in China be studied from both the micro and macro perspectives in view of the deficiencies mentioned above.
