Southwest Petroleum University，a pilot university of comprehensive national reform of graduate professional degree program，has started cultivating high level instrumental and multifunctional engineering and management talents in the field of petroleum and natural gas engineering. Based on the experiences in the master of program of engineering for more than 20 years，we’ve consolidated the organization and structure and improved the management system. We also make amendments to the cultivation plan，and by drawing on various resources，we solve the problems which are key to the quality of talent cultivation. We believe that this pilot reform will contribute positive experiences in graduate degree program operation and management to universities in Sichuan and even across the nation.

With the openup of petroleum and chemical market，foreign direct investment in China’s petrochemical enterprises has witnessed a gradual rise. In recently years，industrial security，independent innovation and energy saving become the key points in attracting foreign investment in China’s petrochemical industry. However，negative effects cannot be ignored in FDI attraction and utilization. The internal strengths and weaknesses，together with the external opportunities and threat，are all closely related issues in proposing strategies on utilization of foreign capital. With the core value of improving FDI quality in China’s petrochemical industry，selecting capital，enhancing innovation capability and intensifying environment supervision are essential to promote the sustainable development of China’s petrochemical industry.

Southwest strategic gas region covers Yunnan，Sichuan，Chongqing and Guizhou. It is now an integrated natural gas market comprising the production，distribution and sale of natural gas at home. Its supplyanddemand balance affects the social economy development and social stability and harmony of southwest China. It is an important measure to establish natural gas market reserve system in the strategic gas region based on the social responsibility of natural gas enterprises for maintaining regional energy security，regional social stability and construction harmonious society. Protection of the legal rights of information agents is a key issue in credit legislation. Under the guidance of The EU Data Protection Directive，EU countries constitutes protection laws about rights of information agents，which varies in specific rules but is consistent with the geneal principle. Those laws set rules and restrictions on credit information collecting (collecting range，collecting procedure，retention period，using purpose and crossborder flows)，the information agents’ right to know and to appeal，etc. It is worthwhile for China to draw lessens from those rules and restrictions. To establish the protection system of the rights of information agents in China，we should follow the principles of balanced protection，direct protection，feasibility，clear division of rights and responsibilities.

Since the 1990s，the establishment of private enforcement mechanisms is the latest progress in antimonopoly law practice in many countries，which also becomes one of the focuses of antimonopoly researchers and practitioners. At present，European and American countries have established a parallel binary antitrust enforcement mechanism of public enforcement and private enforcement with the purpose of overcoming the problem of government resource waste and inefficiency caused by public enforcement mechanism，thus better realize the economic targets and social goals of antimonopoly law. China’s current antitrust legislation does not design enough terms on private enforcement，and those terms are not strong and practicable enough. The systems of multiple damages，class action，and public support enforcement are effective approaches to the establishment of private enforcement of antimonopoly law. Together with the perfection of legislation，efforts should also be made to cultivate healthy competition environment in order to enhance the soft power of China’s market economy.

On October，2010，Opinions of the State Council and the Central Military Commission on Deepening the Reform of China’s Lowaltitude Airspace Management was issued，which aims to open lowaltitude airspace to civil aviation activities other than passenger and cargo transport. The lowaltitude airspace opening will promote the development of private aircraft industry and private flight. Meanwhile，with the progress of legislation of The Aviation Law of The people’s Republic of China，as well as the 12th fiveyear development plan of national economy，and the determination of the reform plan of airspace management system，we believe that the state will consider to revise The Regulations for General Aviation Flight，and formulates the regulations on China’s airspace management，so as to ensure China’s private flight security.

Domestic violence has become an important factor that affects family stability and social harmony，so domestic violence prevention becomes an extremely urgent issue. Taking a court in a certain district of Chongqing as an example，the authors investigate the domestic violence cases heard by this court in the past three years and the domestic violence prevention efforts made by this court. Based on the analysis of the investigation statistics，this paper sums up some effective measures of this court in preventing domestic violence and puts forward some suggestions aiming at the existing deficiency of the prevention measures. Preventing domestic violence is a systemic project，which needs not only legal assistance，but also the participation of different service departments. Therefore，this paper is a significant reference for exploring new measures of preventing and stopping domestic violence in new situation.

Vulnerable groups are being widely concerned in society. Lack of discourse right is the key reason of their vulnerable status. Because of the false concept about stability，inadequate training on discourse expression，and lack of system supporting，vulnerable groups only have very narrow channels of expression. Their inadequacy and feebleness in skillful and appropriate expression make them marginalized. This severely restricts the healthy development of China’s social classes. It has gradually become a common social understanding to respect the vulnerable groups，improve their discourse right and ensure that they enjoy equal civil rights. To improve the discourse right of vulnerable groups，we should change conventional attitudes to stability maintenance，respect their discourse right，create opportunities and channels of discourse expression for vulnerable groups，and improve the system that guarantees the discourse rights of vulnerable groups.

Based on open style interview with individual subjects and Giddens’ theory of structuration，and from the perspective of selfinitiative of migrant workers，this paper analyzes the relationship between the social security system under dual social structure and the protection action of migrant workers，with special focus on migrant workers’ response to the solidified social structure. Through analyzing the interview materials of individual subject，the authors find that dual social structure imposes restrictions on the action of migrant construction workers，by way of prohibiting and forcing their actions. On the other hand，migrant workers in cities display individual initiative in obtaining，using and recreating resources，opportunities and rules. In this way，the protection action of migrant workers has a great influence on both themselves and the systems，which to a certain extent brings changes to the structure.

Yuan Shouding is most famous for being good at divination and administration of officials.His literature thoughts have been mentioned in several influential literature research works，but nowadays some scholars have studied his assertion on literature. However，Yuan Shouding’s viewpoint of eightpart essay is ignored by researchers. As presented in Shi Wen Li Ce he criticized the unhealthy trend of scholarism at his time and held that the orthodox status and educational function of eightpart essay should be accepted，and that the writing style of elegance and straightforwardness should be advocated with emphasis on quality of the essay and integrity of the writer and natural discourse structure。
