    PPP Model: A New Choice for the Coexistence of Multiple Subjects in Rural Environmental Governance

    Promoting the construction of beautiful countryside and supplementing the shortcomings of rural environmental governance are the hard tasks of building a well-off society in an all-round way. The introduction of the PPP model provides new options for rural environmental improvement. This article based on the evolutionary game analysis framework, and the symbiosis theory, analyzes the symbiotic conditions of the three parties (local government, social capital, villagers) in rural environmental governance in different scenarios, and tests the basic conclusions with realistic cases. The research suggests that the PPP model is not a panacea, and is highly dependent on the effective governance of the government, and the effective supervision of governments at all levels is especially critical to achieving multi-party symbiosis. Tripartite symbiosis needs to be based on effective government supervision, reduction of the cost of non-compliance with social capital, and benefits to villagers. Also, designing a reasonable punishment mechanism can reduce government inaction and social capital breaches. The evolutionary result will tend to be tripartite symbiosis. Under the circumstances, the compliance of social capital and the permanent participation of villagers are not established; the participation of villagers in environmental governance depends on the net income of participation and has nothing to do with the government rewards received. On this basis, we put forward suggestions for reform of governance methods, improvement of supervision, and for the introduction of third-party pricing and risk compensation mechanisms in order to accelerate the construction of rural organizations and to implement village democracies for rural environmental governance.

    The Party's self-revolution as the key measure of party building in the new era has its theoretical basis and practical significance. Since the 19th National Congress of CPC, the academic circles have carried out in-depth studies around Xi Jinping's exposition on self-revolution, exploring the scientific connotation, significance, internal basis and inherent logic of the self-revolution of the Party, and pointed out that the party's self-revolution must be carried out through construction of politics, ideology, organization, style and system with joint efforts in the new era. However, further studies need to be done on an authoritative definition of the concept, the in-depth exploration of the internal basis and logic and on the strategy for development. The academic circles should further expand and improve the research content, vision and methods in the future and provide a solid theoretical foundation for building the party stronger and promote the cause of socialism with Chinese characteristics.

    The theory foundation of General Secretary Xi Jinping's exposition about people's health includes the health ideology in traditional Chinese culture, Marx's theory on health, and the theories of people's health by successive leaders of the Chinese Communist Party. At present, the contradiction between the supply and demand concerning people's health is becoming increasingly prominent, which is directly related to the overall stability of the economy and society; it is also related to the prosperity of the country and the establishment of a good international image. Xi's exposition on people's health is one of the core concepts in implementing the Healthy China Strategy and guiding the current prevention and control of Covid-19 pandemic. It is conducive to promoting the implementation of the Healthy China Strategy and epidemic prevention and control, and promoting the international battle against the pandemic and the solution of the difficulties. It is also conducive to show China's responsibility for the world and the future, and improve China's international image.

    Marx created the modern philosophy of praxis. It takes some time for the philosophy circle in China to realize what Marx's philosophy of praxis essentially is. Only by tracing back to the source of the philosophy of praxis, that is, Aristotle's concept of praxis, can we better understand Marx's philosophy of praxis. Marx's philosophy of praxis focuses on labor, the practice of material production,and the activities of morality,religion and politics that originate from labor. Therefore,Marxist philosophy of praxis does not abandon the political and ethical dimensions of Aristotle,but contains both the concept of practice that Aristotle thinks is the purpose and the concept of labor that is the means. Only when we understand Marx's promotion of labor to praxis, can we better understand Marx's practice philosophy as a philosophy of praxis in the sense of philosophy anthropology, and can we refute Arendt and Habermas's query on Marx. Taking labor as the main form of practice is the key step for Marx to construct the historical materialism and explain the mystery of human society and history.

    Thoughts on the Construction of First-Class Disciplines of China's High-Level Industry Leader Universities——A Research on International Universities Rankings by Subject

    Through analyzing the common characteristics of the index system of the four international universities rankings by subject, which include THE, QS, U.S. News and Shanghai Ranking, the common characteristics of the index system of the world subject rankings are summarized: the index connotation emphasizes the output of research papers and highlights the high influence;the weight distribution emphasizes the subject classification and highlights the subject differentiation;the form of evaluation emphasizes the combination of subjective evaluation and objective evaluation, and international communication and cooperation are emphasized. On this basis, we further investigate the performance of China's high-level industry leader universities in Shanghai Ranking's Global Ranking of Academic Subjects and find that the total number of universities listed is increasing year by year with prominent performance in engineering fields but poor performance in social sciences; the ranking position is relatively low; the number and influence of research papers is competitive but the level of excellent scientific researches and internationalization is relatively backward. In the future, to promote the construction of first-class disciplines in high-level industry leader universities, we should make efforts in the aspects of moderate comprehensive development of disciplines, high quality of scientific research output, internationalization of discipline construction, diversification of discipline evaluation and localization of discipline construction.
