In 2020,the operation of China's natural gas industry continued to improve with the natural gas industry prosperity index, natural gas production index and natural gas sales index on a steady growth, and the dependence on foreign natural gas comes to a deceleration. However, the development of China's natural gas industry still faces challenges:the restriction of exploration and development technology on production, the urgent need to improve storage and transportation technology, the unsatisfactory operation mechanism of natural gas market, and the changing situation of international natural gas market. On the other hand, China's natural gas industry is also facing good development opportunities. The "coal to gas" projects, the long-term goal of "carbon neutrality", and the promotion of "digitalization" and "new infrastructure", all have expanded the development space of the natural gas industry. In order to achieve rapid and steady development of China's natural gas industry in the future, it is necessary to increase the domestic supply of natural gas, expand the application of natural gas, improve the operation mechanism of natural gas market, improve the operation of natural gas industry, improve the digital level of natural gas industry and ensure the normal supply of natural gas in China.

The legal regulation of environmental risk of shale gas development aims to solve the environmental risk in the process of shale gas development, to promote the coordination between shale gas development and environmental protection, and to realize the sustainable development. At present, at both the national or local level in China, there are legislative loopholes, which can only be regulated by the relevant provisions of the environmental protection law and the mineral resources law. But this cannot effectively solve the environmental problems in shale gas development. Britain and the United States have some advanced experience and mature systems in the legal regulation of environmental risk of shale gas development. We can draw lessons from the foreign experiences to perfect the legal regulation of shale gas environmental risk and realize the unification of economic, social and environmental benefits of shale gas development.

The construction of Chengdu-Chongqing economic circle is an important strategy to help the economic and social development of the west of China. The Chengdu-Chongqing economic circle will build a diamond-shaped geographical space for China's high-quality development together with the coordinated development of Beijing-Tianjin-Hebei region, the integration of Yangtze River Delta and Guangdong-Hong Kong-Macau greater bay area. At the turning point of China's economic development, the construction of Chengdu-Chongqing economic circle is faced with the following problems:the internal synergy of building a world-class urban agglomeration needs to be improved; the building an important growth pole for high-quality development is under challenge, and the scale and level of industrial agglomeration development need to be strengthened. In order to contribute to the high-quality development of Chengdu-Chongqing economic circle, we should highlight the leading role of national major cities, building an important national economic center through coordinated development of industrial integration, building an important national scientific and technological innovation center through cultivation of new kinetic energy, building a new highland of national reform and opening up through construction of an international gateway hub, and building a high-quality livable city through construction of park city demonstration zones.

Since the 19th National Congress of the Chinese Communist Party, the Party has established the goal of building a party and state supervision system of intra-Party supervision, and the comprehensive reform of the state audit management system has been. In order to further study the feasibility of the interaction between audit supervision and intra-Party supervision, on the basis of literature review on the reform of the national audit management system in recent years, the author analyzes the new characteristics of national auditing in the new era, explains the interaction between state audit supervision and intraParty supervision, and explores possible modes of development of the supervision system under the guidance of intra-Party supervision. It is suggested that a mechanism of interaction between intra-Party supervision and audit supervision be built from the perspective of national governance,and intra-Party inspections serves as political responsibility audits and coordinates with the economic responsibility audits. Economic auditing and political auditing operate synchronously.

Grassroots party building leading the governance of urban communities is the requirement of current economic and social development and comprehensive and strict governance of the party. However, both grassroots party organizations and community governance have their own constraints, which leads to unclear function positioning, difficulty in resource integration, lagging mechanisms, and low level of participation by residents in the practice of urban community governance. The Chengdu governance model of "sharing one core by multiple parties, empowering grassroots" highlights the political and organizational advantages of grassroots party organizations and effectively cracks the dilemma of grassroots party building in urban community governance by placing equal emphasis on development and governance, implementing refined governance, and by promoting the integration of self-governance, rule of law, and rule of virtue. The Chengdu Model has established a people-centered party building goal that,relying on an interactive work platform,optimizes the leading fields of party building, and improves the governance system, and thus promotes the leadership of party building and urban community governance.

In the internet era,public opinion management in cyberspace in China is faced with a severe challenge. The internet is a self-organizing system. From the perspective of the self-organizing evolution of internet public opinion, this paper uses AMOS and SPSS to conduct empirical research on the five dimensions of government behavior, media behavior, opinion leader behavior, netizen behavior and the development of internet public opinion, and makes an empirical analysis of the main influencing factors of internet public opinion. The study reveals that government behavior, media behavior and opinion leader behavior have a significant positive impact on the behavior of internet users. The direction of public opinion advocated by the government,the collaborative relationship between the media,opinion leaders' opinions,the intervention of internet users and the third party will affect the spread and evolution of internet public opinions. China's experience in internet public opinion management during COVID-19 pandemic time prove that to direct internet public opinion it is important to take opinion leaders and media collaboration seriously so that they exert positive influence on internet public opinion.

In view of the characteristics of PPP projects, such as long cycle, high risk and numerous participants, this paper analyzes the weaknesses existing in the current contract management mode in PPP projects. Starting from the incompleteness of PPP project contract, multi-subjectivity of the project and the objective reality of limited rationality of partners, this paper explores the establishment of friendly cooperative partnership among all participants of PPP project. Based on the analysis of the meaning, characteristics and forming process of the traditional PPP project partnership, the new PPP project cooperative management model is introduced:the partnering model is to make up for the problems existing in the current management mode. And the specific connotation, formation, operation process and operation mechanism of partnership mode are studied. Finally, taking a municipal sewage treatment plant project as an example, this paper illustrates the application of partnership model and its operation mechanism in PPP projects.

Media platform enterprises represented by video portal websites have achieved rapid growth with their unique business model and have become one of the important tools for people's daily entertainment and information acquisition. Taking Bilibili Company as an example, this paper analyzes the elements and theoretical framework of the business model of media platform from four dimensions:value proposition, value creation, value transmission and value acquisition, and explores the logic of its value creation. The research shows that the essence of business model is to create value; among the four elements of value creation, value proposition is the core, and value creation, value transmission and value acquisition serve and support value proposition; financial data can be used as an effective tool for problem shooting in value creation and for evaluation of the value creation effect of business model. The research results can deepen the understanding of this type of business model and value creation mechanism, and also provide some reference for business practice.

Researchers of the state capture theory have long believed that the administrative and legislative organs tend to be captured by interest groups, while the judicial organs are more likely to remain neutral and fair. But in the United States, the reality is that commercial interest groups exert their influence on court decisions by offering monetary benefits to judges. With their prestigious legal status and abundant financial resources, American commercial interest groups can often have an important impact on the judicial decision-making of state courts. Their practice includes:intervening in judicial elections through fund-raising,affecting the re-election of judges by leading public opinion; influencing the court judgements of cases as an amicus curiae, creating a "safe haven" for capitals through alliance with other industries. The formation of "money justice" will inevitably damage American justice. However, under the current legal framework of the United States, it is still very difficult to break the "money justice"and strengthen the supervision over the relationship between judges and commercial interest groups.

“Unifying the application of law to similar cases” constitutes the basis of modern rule of law and the judicial goal pursued by the public, and is also the important content of judicial reform in recent years, on which the supervision system of similar cases has been developed. However, despite the enthusiasm of the judicial organs on the establishment of supervision system for similar cases, the operation of the supervision system for similar cases in the judicial practice did go smoothly. One of the main reasons is that there is no corresponding applicable method to guide the operation of the supervision system of similar cases. The key point of the application of the supervision system of similar cases lies in the determination of similarity of cases. Three questions must be answered to determine the similarity of similar cases:What is a "similar case"? How to determine similar cases? To what degree do the cases are similar? The core of the determination of similar cases lies in the acceptability of the relevance between the cases to be compared.

Because of the differences in social condition and tradition, the regulations on visitation right system are different in different countries, which are manifested in the nature of visitation right, the subjects of visitation right, the restriction of visitation right and the realization of visitation right.The Civil Code of China still follows the provisions of visitation rights in the Marriage Law which has been abolished, which is out of date in current society. China's visitation right system should put the interests of children in the first place and establish the active position of children in visitation. To the party not raising the child, visiting the child is not only a right but an obligation. Considering the difficulty and resistance of grandparents visitation right, it is a prudent to keep parent as the subject of visitation right without further extending visitation rights to grandparents. In practice, the court should take full account of the best interests of the child, and supervise and educate the party who is not willing to visit the child, but not restrict the vitation right of the party who fails to raise the child.

Migrating change is the cultural metaphor in Kazuo Ishiguro's literary creation. Through the cross-cultural conflicts in a British orphan's life in Shanghai, warns of the ethical quandries raised by genetic engineering in the story of three human clones in human society, and the disaster of the civil war between the immigrants from Britons and Saxons, Kazuo Ishiguro's writing of migrating changes reveals the fact that geographical displacement is the cause of migrants' cultural changes, and the golden mean of the cultural exchange is to seek harmony in diversity and interdependence, which is also the way to resolve the dilemma in the migrating changes. Kazuo Ishiguro creates three dimensions of value in his global stories of migrating changes:harmony and coexistence in identity construction, the ethical norm of the unification between justice and interests, and a mutual-aid community for the national destiny, which correspond to idea of building a community with a shared future for mankind. Kazuo Ishiguro, an example of cross-cultural communication, echoes and confirms the concept of a community with a shared future for mankind, which is in line with the common ideal design and cultural appeal of contemporary mankind.
