The "Belt and Road" initiative aims to promotes deep regional cooperation between China and countries along the "Belt and Road", to which energy cooperation is the key. Currently, international energy cooperation is advancing in a deep, broad, sustainable and high-quality direction. However, the sustainable development of international energy cooperation is facing difficulties such as high energy consumption and high pollution, unclear energy system, lack of innovation in energy cooperation mode,and single and scattered energy chain. We suggest exploring more new opportunities for energy cooperation by improving the green and low-carbon mechanism,improving the standards of energy cooperation,creating a multi-symbiotic mechanism, building a complementary system between supply and demand, and by establishing a supply chain alliance, so as to lay a foundation for the innovation of the sustainable development mechanism of international energy cooperation among countries along the "Belt and Road".

In the new era, the standardization of nursing home effectively responds to the needs of the elderly for a better life, and is also a requirement for the supply of elderly-care services in the modernization of social governance. The standardized construction of elderly care institutions includes selection index and standard setting in which a certain reasonable boundary is needed because it is related to public interests. Ineffective expansion of institutional costs and failure of public policy should be prevented in the process of standardization construction, in response to the multiple needs of the elderly. Through studies on the continuous national policies and local pilot practices, we have drawn valuable experiences of standardized construction of elderly care institutions, such as two-way interaction at the national and local levels, the combination of pilot experience and expertise, and the coordination and cooperation of administrative entities and social forces. In future standardized construction of elderly care institutions, we should continue to optimize and accelerate the scientific advancement of the standardization, so as to develop from pilot practice to industry and build a long-term implementation mechanism.

In the context of rapid economic development and population aging,elderly caring services are increasingly oriented to the cultural needs of the aged by combining traditional culture and contemporary humanistic care. The cultural orientation in elderly caring not only conforms to the social transformation and the new concept of active aging, but also plays an important role in improving the efficiency of national governance and developing a great socialist culture in China. At present, cultureoriented elderly caring is faced with many difficulties in practice despite some achievements:inadequate concept of cultureoriented elderly caring, conflicts between supply and demand, imperfect policy system, and difficulties in implementation. In order to further improve and develop China's culture-oriented elderly caring industry, it is necessary to explore the path to assure the aged a happy life by providing opportunities of entertainment, learning and involvement on the multi-driven and demand-oriented basis of government guidance, diversified innovative development.

Based on the data of 41 prefecture-level cities in the Yangtze River Delta from 2008 to 2017, this paper constructs a simultaneous equation model to examine the interactive effects of financial development and regional innovation,and to explore the spatial spillover effects. The study found that the positive promotion effect of financial development on regional innovation is not affected by time span,but the impact of regional innovation on financial development is heterogeneous in time span. The impact of regional innovation on financial development is uncertain in short terms, while in the long term, regional innovation has a negative effect on financial development. Ignoring this negative impact will result in significant overestimate of the role of financial development in promoting regional innovation. Both regional innovation and financial development have positive spatial spillovers. Financial development in nearby regions promotes regional innovation, but regional innovation in nearby regions has no significant effect on the financial development of the region. We believe that financial development and regional innovation can be integrated and linked to achieve a win-win situation, on the basis of a new pattern of mutually beneficial financial development and regional innovation.

The explosion of real-time online comments makes the management of real-time online comments an important issue at present. Previous studies on real-time online reviews focused more on personal behavior consequences than on information management. On the other hand, there exist limitations in the information management of real-time online comments in video websites. Based on the framework of information quality dimension,this paper uses Tobit model to study the factors influencing user acceptance of real-time online comment. Novelty, similarity, emotional orientation and information richness of real-time online comments have significant effects on user acceptance,among which novelty and similarity play the most important role. The research results can provide some help in the management of real-time online comment of video websites for better viscosity of users.

According to the prospect theory, the patent system has the attribute of prospect. By giving the inventor exclusive rights, the management, coordination and development of innovation resources are realized so as to improve the utilization of resources and promote the generation of new technologies in coordination with successive inventors. The incentive theory high-lights the monopoly attribute of the patent system,while the prospect theory explains the substantive nature of the patent system and highlights the competitive attribute of the patent system. The patent system,which encourages innovation and competition, cannot solve but can guide the direction of rent dissipation. According to these prospective attributes, the patent system should be more prudent, clear and meticulous in the identification of patent standards, the scope and duration of patent protection, and the legal classification and content of patent rights. It should also be adjusted according to the actual domestic situation when going internationalized. The establishment of patent system based on prospect theory is more conducive for invention and creation to adjust to the operation of market economy, and further promotes social innovation and market competition.

The new national system in the context of socialist market economy is the key to the success of socialism with Chinese characteristics, which fully embodies the advantage of Chinese system in mobilizing national resources for major events. This system has evolved from the embryonic stage in the period of New Democratic Revolution, to the formation and development stage in the period of socialist construction and the new period of reform and opening up, to the perfection in the new era of socialism with Chinese characteristics. Compared with the traditional national system, the new national system has significant differences in participants, resource allocation, strategic support and interest distribution. In the new stage of development, it is necessary to adhere and give full play to the new national system in dealing with the problem of imbalanced and inadequate development, which is China's route to the modernization of national governance in the era of great change and China's strategic measures to tackle the key problems in technology researches.

Pairing assistance is an institutional arrangement with unique Chinese characteristics, which plays a prominent role in the management of major public health emergencies. After a long period of construction and development,China has formed a rich and diversified paring assistance system. In the process of uniting and leading the people of the whole country to deal with the COVID-19 pandemic,a major public health emergency since the founding of the People's Republic of China,a governmentled, enterprise-coordinated and society supported assistance subject has been formed; measures such as dispatching medical teams and supplying epidemic prevention materials have laid a solid foundation for winning the battle of epidemic prevention and control, and the efficient operation of pairing assistance system has been ensured by establishing scientific and reasonable organization and leadership mechanism, personnel selection mechanism and logistics support mechanism. Effective pairing assistance for the prevention and control of the epidemic very effectively demonstrates the advantages of China's system, embodies China's spirit, and boosts confidence in the fight against the epidemic. It also provides China's wisdom and China's solutions to the rest of the world.

In recent years, "illegal purchases" happening frequently in the securities industry makes it difficult to protect the interests of small investors, and listed companies are also exposed to the risks. Although Article 86 of the Securities Law and Articles 13 and 14 of the Measures for the Administration of the Takeover of Listed Companies set forth the "slow walk" rules. the legislation on the legal liability of "slow walk" rules is currently not effectively implemented in China, "illegal purchase" not being forbidden. A clear definition of the legal responsibility of "slow walk" rules is urgently needed. At present, China can learn from the relevant legislation of foreign countries by restricting the voting rights of the shares illegally increased by investors within a certain period of time, imposing fines on violators according to a certain proportion of the shares illegally held, and by standardizing approaches the target company obtain compensation through litigation, so that the legal liability of the "slow walk" rule is further clarified, and the interests of small and medium shareholders are protected.

Improving procuratorial supervision mechanism in criminal enforcement plays an irreplaceable role in fulfilling the purpose of penalties and standardizing enforcement behavior. Property criminal enforcement and supervision have standardized the enforcement of property penalties and achieved certain legal and social effects. However,the supervision of the enforcement of property penalties involves a wide range of areas, and there still exist many problems. To solve the problems in property penalty enforcement procuratorial supervision, we suggest the following measures:open internal and external information channels, improve internal management mechanisms, innovate supervision methods, enhance the authority of procuratorial supervision, and improve procuratorial supervision and control mechanisms. In the new era, procuratorial organs must focus on the major responsibilities of supervision and progress in property criminal enforcement supervision.

New historicism takes different forms in Chinese traditional historical fictions, but since the beginning of the new century, its influence on historical literature creation has gradually declined. Web historical fictions, especially those by Cao San Gongzi have created a unique way to write historical biographies and reintroduce the characteristic of "historical biography" into Chinese contemporary historical fiction writing, marking a new start for the categorization of web historical fiction. These web historical fictions are not only inheritance and development, but also reasonable rewriting of the "historical biography" fictions. As one of the initial texts of the web historical genre fiction, Cao San Gognzi's works are of certain value in network literature history.

Modern apprenticeship is common in vocational education. However,the master and apprentice relationship has long been an important means of training and improving practice ability in lawyers,judges,prosecutors,corporate legal consultants, etc. This lays the foundation for the introduction of modern apprenticeship in the cultivation of undergraduate law talents.
