Abstract: To the small enterprises affiliated to oilfields despite some achievement on the reformation of management system has been achieved, there is, as compared with the goal of the reformation, a relatively great gap. It is an urgent problem that attracting great concern how to animate these small enterprises affiliated to oilfields. In this paper, the external conditions and main problems of the reformation of management system of small enterprise affiliated to oil fields are investigated, the significance and the pattern of the reformation which transforms a small enterprise into an joint-stock company are studied, as a result, a principal procedure which the reformation should follow is proposed.
