Abstract: Through qualitative and quantitative analyses,we make a study on the industry scale,and the relationship between investment and output of innovation in manufacturing sector in Fujian,and obtain a general picture of the condition of the strategy of innovation- driven development in Fujian. By means of AHP(Analytic Hierarchy Process)and comparison,we make a detailed analysis of problems in innovation investment,industrial structure adjustment,capability of innovation and complementary service system in Fujian province,and find out the reasons that slowed the pace of the innovative development of manufacturing in Fujian: lack of innovation consciousness, uncleas in development,talents inadeguate reserves and inefficient government function. Further research leads to policy suggestions like strengthening the enterprise authorities'consciousness of innovation,upgrading the environment and mechanism for innovation,accelerating industrial restructuring and upgrading by changing the extensive mode of economic growth,promoting advancement and centralization of the leading industry,and improving personnel training and employment mechanism,and the leading role of the government.
