Abstract: The reform which aims at integrating government organizations，proposed at the 17th CCPC，directs China′s administration system reform to the right path and brings forward new opportunities.But difficulties that impede the reform still exist.Therefore，when integrating current government departments to new and highly efficient organizations we must break the pattern of departmental profits.And perfecting legal system，strengthening the administration by law，tightening supervision of government power，and building responsible government and limited government are also effective measures that contribute to success of the reform.
