DEFINITION OF CIVIL AVIATION LAW ENFORCEMENT POWER

Abstract: In view of the inadequacy in the Rules for the Inflight Security of the Public Air Passenger Transport (CCAR-332),implemented on November 8,2008,this paper discusses civil aviation law enforcement power in the following three facets:the definition of law enforcement power of aviation security officers and some improper enforcement power endowed at present,the definition of law enforcement powers of the pilotincommand,his legal status,his security rights and related liabilities,the definition of the enforcement power of air police officers,their legal status as other police officers′,their distinctiveness and their enforcement power.Through this discussion,the author hopes to pose constructive suggestions for the establishment of effective civil aviation security mechanism and for settlement of legal disputes in civil aviation.
