REFLECTION ON THE REFORM OF RURAL COMPREHENSIVE MANAGEMENT SYSTEM BASED ON RURAL GOVERNMENT OF CHUAN-XI PLAIN

Abstract:

Most of current researches on rural comprehensive management system reform are discussing the management system of counties，towns and villages，but few on villager teams.The functions of villager teams in rural government are often neglected.Rural Government of Chuan-xi Plain，written by Professor Wang Xi-ming，manifests the importance of villager teams in promoting rural governance by showing the cases of Jing village in Luojiang county，Sichuan province.And it prompts that it is not advisable to merge villager teams and dismiss team leader.On the contrary，the organizational system of villager teams should be maintained and strengthened in new village construction.
