Regulatory Practice and Policy of Energy Market in Tibet in the Era of the New Normal

Abstract: China's social and economic growth is gradually slowing down, and regulations of energy market have also started a new round of revolution. Under the background of the New Normal, to further strengthen regulatory and supervisory effectiveness and pertinence of Tibetan energy market is beneficial to realize the "steady increase, structural adjustment" strategy of Tibetan economy. Currently, there exist some deep-rooted problems in Tibetan energy regulation, such as insufficient market-oriented reform, lack of post-assessment mechanism, lagging behind of local laws and regulations and deficiency of terminal consumer rights and interests protection. Tibetan energy market regulations in the New Normal must put emphasis on the following aspects:to strengthen the top-level design, to promote innovation of energy regulation system, to improve regulatory legislation of energy market, to optimize and upgrade energy structure, and to enhance price supervision of energy market in order to ensure consumer rights and interests.
