The lowcarbon technology innovation is the key to the implementation of the scientific outlook on development，to the realization of energy conservation and emission reduction，and a low carbon economy development.To promote lowcarbon technology innovation，we need to build a perfect public service platform of the low carbon technology.In China，the construction of the public service platform of low carbon technology lags behind，which is mainly due to the following problems： inadequate investment，relatively weak resources conformity ability，imperfect technology system，and lack of low carbon professionals，etc.The construction of the public service platform of low carbon technology can be achieved by improving ideology and overall planning，increasing and diversifying investment，integrating resources，and by optimizing national and local lowcarbon innovation system，etc.

Sichuan province is a major producer and consumer of natural gas in China，and an effective forecast of natural gas consumption serves as guidance to industry development and structure adjustment of energy consumption during the period of Sichuan′s 12th fiveyear plan，and plays a significant role in achieving the energy strategic goal of the 12th fiveyear plan.Based on standard deviation method，a forecast is made on natural gas consumption in Sichuan during 2011 and 2015 by greygrowth curve combination forecast method，followed by an adjustment on the forecast result using the Markov chain，thus improving precision.The result demonstrates that the natural gas consumption combination forecasting model has high precision and application value.

Starting from the characteristics of oil and gas enterprises and financial risks against the background of the global financial crisis，we systematically study the financial earlywarning indices，which include financial and nonfinancial indices.After comparing several classic financial earlywarning models，and taking relative membership grade instead of absolute membership grade，we propose the comprehensive judgments model of oil and gas enterprises，the weights of which relate to the criteria determined by AHP combined with entropy weights.Finally，we take a gas field as an example and apply the constructed financial warning model to practice.The result shows the possibility of financial crisis is on the rise in general.This model is hoped to enhance the financial earlywarning capability of oil enterprises and therefore improve their fiancial mangement.

This paper analyzes carbon emission characteristics of western region in 19952009 and proposes some suggestions for western region to develop lowcarbon economy，taking into account the reality of lowcarbon economy development in the western region.The research shows that western region′s economic growth and carbon emission between 19952000 form an inverted Nshaped cubic，with industry taking the lead in western region′s industrial carbon emission.Inner Mongolia，with its fastest increase，takes the first place in regional carbon emission.Western region′s economic growth，energy consumption，and carbon emission show the same tendency of increase.Both western region′s predominance of resources and geographical conditions are necessary for developing lowcarbon economy.Finally，the authors suggest that western region develop lowcarbon economy by means of establishing a system of lowcarbon industry，of optimizing energy production and consumption，of taking technological innovation as the core，and of advocating lowcarbon consumption and so on.

America and Pakistan became allies according to their own strategic consideration，and Pakistan turned into America′s front line and nonNATO ally in America′s global war against terrorism.But Pakistan became America′s frontline country largely due to Pakistan′s special geopolitics.The USPakistan cooperation in counterterrorism is not as effective as the institution of USIndia and USEuropean Union，as there is not a longterm cooperation mechanism between the two countries.This paper analyzes the cooperation process and the effect within Bush administration，Obama administration and the postLaden Era，and makes some forecast for the future of the cooperation in antiterrorism as well.The author holds that America will pay high cost to maintain USPakistan cooperation in combating terrorism regardless of a lot of controversies between the two sides.

As a means of public opinion，the Internet brings government and the public closer and opens a new window of communication between them.Microblog provides an easy and populr access to public opinions.Against this background，more and more central and local party and government organs begin to seek advice from the Internet.Thereupon，the party and government institutions and officials open microblogs to seek advice from netizens on microblog，creating the new mode of interaction between government and citizens.At the primary stage，this new mode shows its significant advantages.It can bring government and the public closer，accelerate the release of information，ease the pressure of public opinion and enhance the sense of responsibility of government and officials.This new mode of interction has a great potential in public administration.Government needs to well orientate its role，improve communication skills and strengthen the scientific management and guidance of this new mode，if it wants to make good use of this mode.

Western countries have always been a solid supporter for the theory of national recognition in the international law.A research points out that America and European countries have added to the content of those regulations of national recognition after the cold war with democracy and human rights.However，from the perspective of validity in mechanism the author analyzes the 38 political entities appearing after the cold war，and finds that those regulations are not effective because they are not the key factors in American and European decisions of whether to admit those political entities or not.These regulations didn′t change the behaviors of those political entities，either，not improving freedom in the political entities.On the contrary，the traditional national recognition standards are still necessary to gain the acknowledgement of America and European countries，such as the residents，definitive territory，government and sovereignty ，which is due to the special feature of national recognition mechanism.

The new generation migrant workers′ effective participation in politics is the necessary guarantee for them to adapt to city life.The fact that the new generation of migrant workers does not have high quality not only affects their willingness and ability of political participation，but also makes it difficultly for them to improve the quality and level of their political participation.In the light of the status quo of quality of the new generation migrant workers，the author analyzes how the personal quality of the new generation migrant workers affects their political participation，and reveals the mechanism of such influence.It is hoped that this paper may help remove the major obstacles to their political participation and therefore improve their quality and level of political participation.

In intercultural communication practice，some hidden or inherent cultural factors will affect people′s perceptions and actions both consciously and unconsciously，which may cause barriers to people′s communication，conflicts and even other unexpected results.The analysis of the present paper is based on a case reported on the website of SOHU about the cultural conflicts between an old Chinese father and his daughter who has been living in Canada for many years.The intentions of the paper are to explore the relationship between culture and people′s perceptions and actions，and to state the importance of cultural factors which include the values，national characteristics and cultural patterns in intercultural communication.The author also proposes some advice about how to reduce conflicts and misunderstandings in intercultural communication.

Leadermember exchange(LMX) is the relation between leader and member.The article puts forward that social integration and role clarity in organizational socialization process are the mediation between leadermember exchange and job satisfaction and turnover intention.Results of the analyses suggest that LMX has a positive impact on social integration and role clarity.In addition，LMX has a positive impact on job satisfaction，and has a negative impact on turnover intention.Role clarity have positive impacts on job satisfaction，but negative impacts on turnover intention.The results also show that role clarity has a partial mediation role between LMX and job satisfaction while social integration does not obviously serve as a mediation between LMX and job satisfaction and turnover intention.

Due to 30 years of reform and opening up，China′s household appliances industry has greatly developed，and has become one of the few internationally competitive industries.Haier，Hisense and other major international brands have been created.Through mergers and acquisitions，household appliances industry has gradually gone into the stable phase，but the competition between enterprises has become more intense.Under the circumstance of the national policy of energy saving and environmental protection，they are faced with great difficulties in further development.This paper，using the method of empirical analysis，evaluates the operating results of listed household electric appliances companies，and ranks them in order.Then we make an analysis of the factors that affect the competitiveness of enterprises.We hope to provide investors with decisionmaking information，and to help the household appliance companies to improve their management.

Cai Yuanpei′s articles composed in the Imperorial Assembly Examination in the Genyin year were not collected in the collechions of his articles.Cai′s articles in the examinations are，in the order of rounds of examinations，3 articles based on The Four Books and 1 poem in the first round，2 articles based on the Five Classics in the second round，and 2 policy comments in the third round.We take one of his first round articles for detailed analysis and find that this article is well organized with clear logic and precise arrangement，natural and smooth transition，and very elegant language.We believe those are the features in Cai′s examinations aticles.

The purpose of this paper is to study the variation tendency and existing problems of college beginners′ psychological health，and to provide instructions for school′s psychological health work.The survey and analysis were carried out among 24425 freshmen from grade 2006 to 2010.SCL90 was used in this survey to assess their psychological health state.The authors discover that freshman′s psychological health state vary with time and in a relatively wide range.The freshmen of grade 2008 scored the highest in dimensions of compulsion，interpersonal sensitivity，dysthymia，anxiety，hostility and phobia in SCL90.The psychological health state of freshmen varies with gender，major and background and presents manifold differences as time goes by.
